Show UTAH AND WYOMING MILITIA lACK DISCiPLINE There Is Too Much Abscence From Drills SO DECLARES INSPECTOR Regular Army Officer Who Made Inspection Reports His Findings Regarding National Guard in Western States Are Not Very Favorable TRIBUNE BUREAU 13 Postal Telegraph Building I Washington D C July 12 J The AdjutantGeneral has received the report of the regular army officers I who Inspected the militia of Utah and Wyoming Utah has one regiment of i Infantry consisting of headquarters and Company H at Salt Lake Company A at NephI Company E at Bountiful Company F at Mantl and Company G nl Provo also one troop of cavalry o battery of artillery and a signal and hospital corp at Salt Lake In all thirtyseven ofllcers and 337 men WYOMING MILITIA Wyoming has a battery at Basin 1 a troop at Cheyenne and one regiment of Infantry consisting of Company A at Newcastle and Conipanlcs B at Lander Lan-der C at Buffalo D at Sheridan E at Cheyenne and F at Douglas In all the Wyoming milItia consist of twenty three officers and 314 men NOT FAVORABLE The reports regarding the organizations organiza-tions of these Western States are not very favorable There Is too much absence ab-sence from drills and a lack of discipline disci-pline and military methods It Is hoped that the Increased Interest of the natipnal government in them and tho help It Is prepared to extend l In the way of Instruction Inspection by regular reg-ular army ofllcors and financial donation dona-tion will result favorably The 52000 000 appropriation Is tp be divided 1 between I be-tween all the States on the basis of the I present reports MAY CAMP WITH REGULARS The matter of having the guards encamp en-camp with the regulars this summer is still being considered by the War Department De-partment and Is now In the hands oC the provisional general stnfi It is likely that both Utah and Wyoming guards will be Invited to Fort D A Russell reservation RULING AS TO PAY In connection with the preparations at the War Department for the participation partici-pation of portions of the organized militia mi-litia of the various States and Territories Terri-tories ir the several encampments maneuvers and field Instruction of regular reg-ular army troops at the army posts of the country a ruling has been made by the Acting Comptroller of the Treasury on the subject of the proper pay and allowance to such Slate troops The Acting Comptroller holds that In computing the pay of ofllcers and enlisted en-listed men of the organized militia for the period passed by them In the camps no account can be taken of any previous service either In the regular army or volunteer forces of the United States WHAT COMPTROLLER HOLDS One of the points raised In a communication com-munication from the Secretary of War was as to whether members of time ml lltla could lawfully claim Increased pay In cases where they had served continuously In the regular army for over five years and sought the bencllta allowed In regular cn lee under the name of reenlistment pay The Acting Act-ing Comptroller holds that such service docs not give any extra claim outside of the regular army The Inquiry by the War Department was made at this time to forestall a great number of small claims for additional emoluments emolu-ments |
