saying cn that It h a case of resignation HIs n plain palpable case of removal and removal for the good of the police service of the city Renders o Tho Tribune should not be confused they should permit no ono to confound tho situation Chief Hiltons resignation has nothing to do with tho case no more than nS flowers that bloom In the spring For the purpose of having the record of tho proceedings whictt led up to this unfortunate deadlock and a demoralized police force f c correctly In my mind I spent somo time today looking up the proceedings pro-ceedings of the City Council as reported In tho local columns of Tho Tribune I find In tho Issue of The Tribune of January Jan-uary 8th last that Mayor Thompson asked as 19 usual In such Instances the City Council to approve his action in removing Chief Hilton for tho good of the police service of tho city No hint had been given that Chief Hilton intended to resign re-sign although ho knew and had for somo time known that his services who not satisfactory to the people The request of tho Mayor was referred to tho Committee on Flro and P 1ce Tho committees of the Council hud not then been appointed although of course the action of tho Mayor and his request could and properly should liavo ben Immediately acted upon by tho Council as n body i was not necessary to wait for tnb > selection committees In tim Issue of The Tribune or Thursday Thurs-day February Gtb nearly a month later I find Chief Hilton quoted In an Interview assaying I shall resign m > office but I will take my own lime for i You could not hlro mo to remain In this department for tho next two years At the same time I dont ncxt propose to retire under fire What I mean b y that is that I have fr reputation to I preserve that Is I I hiwo left and I cannot afford to go out under L cloud The same report further slate that Chief Hilton would not indicate Just when howould send In his resignation but the impression a loft that he would ako this action resign Just ai Boon as ho removal of Sheets Janney and Brown was dually nettled And further tho same report A member of the Police committee had Chief Hiltons communication In his pocket at that meeting January 28th I have as carefully r possible read the reports of the subsequent meetings of tho Council and committees upon tho same subject and find charges of bad faith on Use part or Hilton or his representatives for not handing In to tho City Council hiS resignation Att meeting of tho Council on Tuesday night February 12th more than u month after the Mayors removal oC Chief Hilton It Is reported that tho Chief sent In his resignation through Councilman Robinson and tho report continues by saying that It was written out late In the afternoon of that day flvo weeks after the Council had boon apprised or his removal by Mayer Thompson and tho request by the latter that the removal be confirmed And Cur titer tho report states that the reslgna ton was to bo effective when the Chiefs successor was appointed and had uiallncd And yet after all this members of the City Council a few of them say It Is t resignation und that Mayor Thompson should nominate I successor before the resignation Is accepted IB not this an astounding state of affairs af-fairs to be created by a I body of men elected 1 and sworn to protect and sub servo tho interests of tho voters and taxpayers tax-payers Have theo men who are standing stand-ing In the way of an efficient administration adminis-tration of the affairs of tho city tho right to follow their own wishes only In onl protecting nn
