The house com-mittee on territories gave a hearing to the ''Opponents of the proposed legislation to rive a local government to the territory of Ltah, as proposed in the bill introduced by Caiue, delegate from that territory. The committee wes addressed by O. W, Powers, representing the. liberal party of Utah. That party, Powers said, was composed of democrats and republicans, who, for tho timebeing, had cast aside their national political preferences aud had joined hands for the purpose of building up an American state in the mountains. It was because the mormon people were honest and sincere that the liberal party opposed the measure, the time not having conic, in its opinion, or it. In the divorce division of the hgh court of justice, Just.ce Juno granted an order restraining Captain Arm. strong, who has petitioned the court for a divorce from his wife, Madame Melba, the singer, naming the, Duke of Or-leans as from proceeding before u Vienna tribunal, and from examin-ing the servants in the Vic lint hotel, at which, as well as at other points, it is al-leged that the respondent and lived for a time as man and wife. The usual number of scandalous incidents are related in connection witi the case. Madame Metha claims that her relations with the duke were perfec tly pure and platonic. She charge that her husband treated her in a cruel mantle, but Captain Armstrong denies it in tlie most emphatic manner. After the Mail subsidies. Wa- itiNorox, Feb. 17. The resolution in-troduced in the house by Mr. Fithian gave warning that the gentleman from Illinois is preparing to resume his light against all mail steamship subsidies and appropria-tions. Immediately after reading the jour nal, Mr. Fithian presented a resolution call-ing for information as to all contracts under the ocean subsidy law and asked its imme-diate consideration. Mr. Dolliver objected and the resolution was referred to the com-mittee. The house committee on postotliccs adopted Mr. Enloe's resolution with an amendment calling on the postmaster-genera- l for all Information concerning contracts made under the mail subsidy act. The electoral cam-paign for members of tho Japan chamber of representatives to succeed the body re-cently dissolved is iu full swing. The ani-mosity of the contending parties has reached fever heat and finds cvpreasdou in blows as readily as in more civilized countries. Riots' are of frequent occurrence.
