Beuyaurd, has been ordertd to assemble in Yick burg, M'ss., on tiie 17tb of July, to examine ex-amine and repurt upon the moot ad visable means of preserving the water front of Vickaburg and the opposite op-posite shore. General orders issued from the war department announce that no appro priation having been made tor telegraphing tele-graphing for the war department or its bureau for the fiscal year ending June 30lb, officers whose usual duty it has been to p.-y such accounts to the telegraph companies are authorized author-ized to issue vouchers to the companies com-panies when services are rendered during tho next fiscal year, such certificate staling that the account ac-count is correct aa in other similar cases, but the holders shall have no cuum against government unless congress con-gress shall make an appropriation for their payment. The order also authorizes officers of tho army under whoso direction general service and other e; listed men of the army are nerving to issue certificates to them as to services rendered for tho amount which would bo paid tor such services, ser-vices, if luuds were available, etc. Two colored men were to-day appointed ap-pointed gangers in Kentucky, being the first colored mun that have received re-ceived appointments af this character. char-acter.
