The cabinet, at a meeting to day, authorized the secre-1 secre-1 tary of the interior to notify General i Hatch to receive the Ute Indians engaged en-gaged in the White River massacre 1 with the assurance that they will be granted an impartial trial outside of Colorado and New Mexico. The preaident sent in the following nominations: For the registers of land oflice, William H. Fits, Pueblo, Col.; George L. Putnam, Bodie, Cala. Among the nearly 300 new bills introduced in-troduced in the house of representatives, representa-tives, to day, were the following: By Page, to appropriate $40,000 for the improvement of the San Joaquin River; to improve the customs duty of 5c. per pound upon orude crystalized borax, and So. or 4c, per pound upon other crude materials, Irom which refined borax is manufactured; also to make the rate of duty on ! imported refined borax 7c. and 1 boracio acid 6c. per pound. ! All kinds of crude borax are now admitted free of duty, and the tariff on refined products is considerably consider-ably lower than those proposed by' this bill, which is designed to protect tbe California borax mint's, the only j ones yet diecovered in tbe United j States. Another bill introduced by Pae, today, is for the relief of William D. Haley of lone City, who served in the regiment of tbe North Carolina Caro-lina Volunteers, iu the Union army, bit on account of some informality failed to receive the pay due him. Representative Davis, to day, rein troduced the bill to release Frank Soule, and his eurities, from liability on his bond as collector of internal revenue for certain moneys abstracted trom his office. Representative Belford introduced a bill, which has bsen oflered by Hili in the senate, authorizing the elate of Colorado to take Bcbool sections in lieu of the 16th and 36th seolions containing mineral lands. The joint resolution introduced to day by Fernando Wood, declaring that duties invnlvincr nhnnopa in lU revenue laws require the concurrence ol the house as well as tbe senate, has a manifestly important bearing upon tbe Leon Chatteau project. Wood, by offering it, concedes, in advance, the propriety of a similar resolution which Judge Kelly recently gave notice he intended to submit for the action of the house, but Wood is ol the opinion that the Chatteau Chat-teau project has strength enough to obtain a majority vote in the bouse, as well as the two thirds necessary for the ratification of any treaty in accordance with it that may be submitted to senate In this connection California wine producers will be interested to learn that Nathan Appleton, en ardent advocate of the Chatteau project, will preside at the regular quarterly meeting of the bo called "United States board of trade," which will be held in this city tomorrow to-morrow and Thursday. Sonator Farley has arrived from New York and took his aeat in tbe senate to day. Congressman Berry attended the session of the house, to day, for the first lime since his recent illn'isHH. Senator Ben Hill, Ga., also made his appearance in the senate, for the first time this session. . Wm. E. Chandler has returned to Washington with his eldest son, who has been eeriounly ill in Salt Lake City for some time past. Governor elect Foster, of Ohio, who ia now here, siyB that Gen. Garfield will undoubtedly be ohosen to to succeed Senator Tburman. He thinks that, wilhin a very short time, it will be demonstrated that Garfield baa Buch strength that he will have practically no opposition. Foster disclaims taking any part in the oon-test, oon-test, and advances this merely as his private opinion. Foster also Baid, to-day, that he thinks his greatest trouble, when he takes the gubernatorial guber-natorial office, will be connected with the reorganization of the various boards of reformatory institutions in the state, and lhat he intends to fill all the boards with good niRn, regard lea-, ol republicans or democrats.
