A Washington special says: Orders were given at the navy yard yesterday for tho immediate fitting fit-ting out of three vessels of war, and the lact made known by tho recent dispatches from Spain and vague hints given out in diplomatic circles that negotiations are now in progress between Minister Gushing aud the government at Madrid in relation to the treaty of 17'J5, havo been tho occasion oc-casion ol many wild rumors touching tho mutual relation ol tho two nations, na-tions, and theso rumors havo boon seized and exaggerated by members ol the Cuban bond ring, until, if one-half one-half of them wero worthy of credit thero w 3u Id be reason to fear that wo wero oven now on the cvo of war with Spain. Thero is no doubt that our government has long desired to secure a modification of tho treaty of 1705. Minister Gushing, beforo his departure for Spain, freely discussed this subject in convolution with fricndn,aud hoped that one result of bin mission might bo to bring tho Span-1 ish government to commit to changes in tho treaty. Of course, it io impossible impos-sible to foretell what complications may yet grow out of tho chronic troubles in Cuba, but persons who aro well informed see no more reason at present to fear any serious trouble than thero has been lor the last six or seven years, except that every year tho present condition of af lairs continues con-tinues it becomes a greater strain upon our patience, and thoy do not believe thero will bo a. speedy recognition recogni-tion of Cuba as a belligerent.
