Show TROUBLE IN ARKANSAS. The readers of the eastern dispatches dis-patches may have eome difficulty in understanding what h the exact - trouble between the rival Governor of Arkansas Brooks and Baxter; il may, therefore, be useful t j pay something some-thing on this controversy. The usual election for Governor m that State occurred in 1S72, and tin Baxter party claimed that tho latter wae properly elected, and, being able to conduct tho routine of installation, he. at the proper time, was duly in troduccd to the gubernatorial chair. Brooks believed that he was the choice of the electors of the State, but being without the facilities of allowing that demonstration, lie waa "left out in the cold." Finally he commenced an - action leforc the courts to compel Bax!er to show by what warrant and authority he assumed to discharge the duties of Governor. The Court thus appealed to answered that it had " uo jurisdiL-tiuu" in the matter, and Brooks, determined to carry" through tho war, proceeded in another way, "iiccording to the code" in such mutters made and provided, and for tho recovery of the otfico and salary claimed by Baxter. The hitter had no conn.-el present cn that occasion, oc-casion, and Brooks had everything his own way, nnd immediately as-aumed as-aumed to be the proper and legitimate legiti-mate Governor of the State of Arkansas.
