The Prcsitlfnt is preparing a MesniiG, which he will wend to Congrwa after first subniittin it to the Cabinet, in which lie will make a plain, but eluhorate stiilwment of facta in connection with the Federal Feder-al proceedings in Louisiana, in support sup-port ol the decision of the United btates Court, Tho President i3 opposed op-posed tO any legislation by Congress, ordering a new election in Louisiana, though lie has no hesitation in saying that there is no doubt that the lute election in Louisiana was an organized fraud from beginning to end for the benefit of those now in possession of the government of that State,and that there has never yet been a lair account ac-count of the votes; that the results have been reached by dishonest meana.too well known to be repeated. Still, it is bis opinion, as recently privately pri-vately expressed, that Congress has no more right to order a new election in Louisiana than it has in any other State, because a local conflict. All States now being equal m the Union, ' are entitled to the same general pro-1 tection from illegal or uuconstitution- al interference by any branch of the Federal government, as they are j against invasion. |
