evening reviewed the water problem prob-lem in all its dips spurs and angles conditions possibilities and whatnot Councilman Robertson as usual was the instigator of the discussions Whether bent on making mischief or actuated by a Sincere desire to have some measures of relief for the suffering suffer-ing people adopted on wise and consistent con-sistent lines his reports served at least to tu arouse a sentiment favorable prompt and Intelligent aCtion in th premises If not to stir up the specuili ommiftee appointed ii month iigo to i devise ways and means for gettmg more water IMMEDIATE AND FUTURE RELIEF Attention was drawn to the water question by the following resolution from Councilman Robertson That the city engineer be directed to make the necessary surveys and measurements meas-urements for reporting as soon as possible pos-sible on the following matters 1 The necessary changes to be made in the present pipe distribution s stem and the estimated cost of correcting the defective and unsatisfactory conditions con-ditions in the system of water distri butio 2 By what means an additional supply sup-ply of tater sufficient for presentneeds can be procured next season at a limited lim-ited costA cost-A 3 i The most desirable method of ob S taming an increased supply of water for future needs of the city and an estimate of the cost thereof VIDERANGE DISCUSSION Fernstrom opened the ball by characterizing char-acterizing the purport of the resoutlon a wildcat scheme and besides in his opinion there was no necessity of rushing rush-ing matters Buck told of the inconvenience and suffering borne by the inhabitants in the eastern part of the city for the last three months because of the scarcity scarc-ity of water He expressed the belief that there had been carelessneSs almost al-most criminal on the part of the officials of-ficials whose duty pertained to the water wa-ter supply and distribution in permitting permit-ting such conditions as complained of by everybody to exist He had promised prom-ised his constituents there would be relief but he had been compelled to break faith with them through no fault of his He opposed the motion to refer the resolution to the special committee com-mittee because he had no faith in the committees good intentions Chairman Howe of the special committee com-mittee expressed regret at Buckles predicament before his constituents He added that no relief could be expected ex-pected this year but there maY be something good ac ompllshed for the future He had used his best efforts to get his committee together and it had been arranged that it would go out to Mill Cree1 and Big Cottonwood today to commence negotiations with the farmers far-mers for trading canal water for a portion of the canyon creeks In another an-other week the city engineer would have aU he could attend to in making surveys and procuring other necessary dataWallace Wallace agreed with Howe that the 5 matter of unequal distribution should be referred to the waterworks committee commit-tee Allen spoke for the adoption of the resolution EXPRESSIONS BY ROBERTSON Robertson announced his opposition to referring any part of the resolution to the waterworks committee It was the special committees duty to look into the question of additional supply and the engineer was the only one qualified to ascertain if any of the several sev-eral proposed plans were feasible It will be next year and probably later he contended before a supply from new sources can be brought to the city but sources already owned by the municipality can be developed and protected pro-tected Before surveys are made it will be impossible to know from where or how more new water is to be obtained ob-tained Caillster also opposed reference of the resolution to the special committee commit-tee because it had done nothing in the premises and had its hands full of plans to be considered That part of tilt resolution relating to faulty distribution of water through the pipe system was referred tQ the waterworks committee and the remainder re-mainder to the special committee Allen Al-len Buckle Callister Diehl Robert sun and Siddoway protested with their negative votes NO FAITH IN THE SPECIAL COMMITTEE COM-MITTEE Cttuncihnan Robertson followed up his previous effort by offering the following fol-lowing Whereas on Aug 31 the city engineer 1 engi-neer submitted to the council a set of recommendations for the protection of the citys water rights and the increasing increas-ing of the water supply which repom mendations were referred to the special committee having the subject in hand andYhereas Whereas Said committee has not seen fit to investigate nor to make a report 011 samE therefore be it Resolved That the report of the engineer en-gineer be taken from the special committee com-mittee and be referred to the committee commit-tee on waterworlro MORE WATER TALK Buckle again arraigned the special committee for its dilatory tactics and Howe again defended the committee against the charge that it had been Indifferent in-different to its duties Fernstrom wanted to blame the farmers far-mers who use Parleys water by theft and otherwise for the famine in the cityRobertson Robertson also took a hand in the censure and visited a few compliments upon City Attorney Hall for not reporting re-porting a bill for an ordinance as directed di-rected a month ago to devolve the puty of protecting the citys water rights pn a special cLmmissioner Then Robertson Robert-son spoke of the waste of water in the city cemetery and gave Wallace a thrust by saying while the streets were insufferably dusty Wallaces buscuit factory alley could be sprinkled by the citys carts Robertson as1ed why is this so But the councilman from the Second ward flushed up and maintained a rigid silence Weiler Of the specIal committee cx I pressed the belief that his committee w was an eyesore and a heartburner to some of his cOlleagues He had been 5 absent from town but was now ready to take up the duties before the om mittee It looked > him like Robertson Robert-son wanted access to the treasury so I the whole country could be surveyed I and the city engineers curiosity satisfied satis-fied Then he spoke of what he termed the Emigration canyon folly and the I rnlawful taking of water from the farmers far-mers on the bench southeast of the citY Fernstrom said the special committee would know what to propose without siny surwsys being made Barnes explained why there had been t r 1 a loss of a million gallons a day from theIi dler diversio incident and similar simi-lar causes Robertson asked Barnes if he knew whether the diverters and farmers were entitled to any of the water from the citys sources of supply and the latter replied No nor the amount of their respective rights cannot be determined witl1outa measurement after rights are adjudicated The resolution was then put to a vote and lost by a vote of Joseph Lippman Charles Longson and Henry H Harries stockholders stock-holders in the Pleasant View Irrigltlon company represented that the abandon meat of the Parleys canal by the city last month left th company ditch in a vastly different condition than what was required by the terms of the contractbe tweon the city and the Irrigation company com-pany in October lESS The communication informed the council that the city would be held responsible for delay or failure to put the ditch in as good and serviceable service-able condition as it was ten years ago Attention was also called to the unsafe condition of six road brIdes and the fact that the city would be expected to at least agree with the company to keep 3771 feet of flume In repair because when the contractwas made allowing the city to run ParleYs water through the com pams ditch only 400 feet of flume was recuired For all these and the alleged loss of water the comlanys representatives representa-tives demand satisfaction The matter was referred to the irrigation committee commit-tee MEASURING WEIRS NEEDED State Engineer Gemmell called attention atten-tion to the state law requIring the taking of measurements of all streams and the filiri of cords of such water measurements measure-ments wiUi the state engineer not later than Dec I and annually thereafter It was represented that the measurements shoUld be made over weirs to obtain an accurate record of flow at varying periods The matter was referred to the committees on irrigation and waterworks water-works with the city engineer associated THE MAYORS WATER YARNING A resolution recommended by the committee com-mittee on waterworks was adopted It directs the mayor to issue a Droclama tion In acordance with the rovisions of municipallaW1 limiting the use of water sprinkling lawns gardens and yards tQ the morning hours for the upper district dis-trict and to the evening in the lower dIstrict |
