reporting in I the matter of the communication of the executive committee of the Rescue Home I for women stated that they believed the object n most worthy one but doubted the authority of the councIL to divert the funds as prayed They recommended that the communication be referred to the I city attorney for his opinion Adopted The committee on licenses recommended recom-mended renewals t retail liquor dealers as follows Paul Blinn B K Block Company I G W Carter and William Cheshire l Company Adopted The same committee recommended that renewals be granted to P T Nystrom and J W Elliott and that James Johnson John-son be allowed to transfer his license to John Egar Adopted The committee on sewers recommenced I that the petition of J A Fritsch et al for the extension of sewers on both sides of Second South street from Second East to Fifth East street be granted Adopted The committee on ways and means recommended in the matter of the request of the auditor that the council place valuations valua-tions upon the various city properties that the council sit las a committee of the whole at some early date that the list of resources may appear in their annual report re-port Adopted A CENSUS OF THE CITY Amajority of the committee on ways and means recommended the adoption of resolution offered by Heiss some time ago to the effect that an official census be taken of the city at an early date for the purpose of arriving at a definite idea as to the citys population Folland submitted a minority report as follows I concur in the above only the original resolution authorizes the mayor and recorder to supervise this work and the report wishes a committee of three I think the committee should consist of five members one from each precinct The minority report was adopted THE CONDUIT I DANGER The committee on public grounds reported re-ported that they had noticed the danger to which the conduit is exposed in City creek by reason of of boulders and debris carried by that stream during high water and earnestly recommended that the city engineer be instructed to have dams constructed con-structed where they may be needed Adopted The committee on pnblic grounds reported re-ported that they had found Pioneer square and other public grounds in such a condition as to demand immediate attention atten-tion and recommended that Pioneer square be improved by trimming and removing re-moving trees and repairing the fences Referred back to the committee for an estimate es-timate of cost The same committee recommended in the matter of the petition of Barnes Bvrnes of the Warm sorinzs for an ex tension of their lease that no change be made in the presenflease Postponed for one week STREET SPRIG AREAGEMENTS The committee on sprinkling reported that they had arranged with Mount Griffin to furnish the necessary carts for sprinkling the streets at 450 per day each and in case of wet weather that his teams would be employed by the street department at 4 per day the arrangement arrange-ment to continue until the sprinkling contract goes intoeffect Also that the street supervisor will report the number of days the carts are employed and the number of days the teams are engaged on street work Adopted LOST IN THE SHUFFLE The committee on sanitary rules and quarantine recommended that five sanitary sani-tary inspectors be appointed to complete the sanitary census one for each precinct pre-cinct to act under the supervision of the i health commissioner at a salary of 90 per month at the pleasure of the council I said inspectors to be appointed by the mayor and approved by the council Several motions were made in the matter mat-ter and finally Rich proposed a substitute which was lost and Moran declared that the motion to adopt went with the substitute sub-stitute and no further action was taken The water works commtttee recommended recom-mended that 539 tons of water pipe be purchased and the committee authorized to solicit bids for the same Adopted The same committee recommended that the petition of J W Jenkins et al for water main extension on First North street between Seventh and Eighth West to Ninth West street be granted Adopted The same committee recommended in regard to water main extensions Nos 104 and 105 that I seven mill assessment be levied on property abutting on Hazel street to cover threequarters of the cost of such extension and that the extension be made Adopted The committee on streets recommended that Jefferson and Goltz streets be put in passable condition Adopted The committee on streets recommended that the petition of the Salt Lake City Railway company asking that they be allowed to erect a waiting room on First South street near Main street be not granted Adopted I The committee on streets recommended that Fifth and Eleventh East streets be graded and put in passable condition Adopted I NEW PAVING DISTRICTS The committee on streets recommended that the city attorney be instructed to prepare ordinances establishing new paying pay-ing districts to cover the following streets State street between Fourth South and Eighth South streets South Temple street between West Temple and Fourth West First South street between West Temple and Fifth West Second South between West Temple and Sixth West Adopted The committee on streets recommended that the city engineer be instructed to I prepare an estimate of cost for paving streets in districts Nos 6 78 and 9 as follows Third South from State to West Temple street South Temple from State to West Temple First South from State to Second East Second South from State to Second East Third South from State to Second East First South from West Temple to First West Second South from West Temple to First West Market street and Franklin avenue Adopted THE BUILDING TRADES PETITION The committee on municipal laws reporting re-porting in the matter of the oetuion of the Building Trades congress asking that an ordinance be passed regulating the erection of buildings at a certain valuation valua-tion in a specified radius of the business vicinity stated that they did not think the city has the right to enforce such a regulation and thought it would not be good policy to attempt it Adopted SDDEWALK SPECIFICATIONS The proposed specifications and contract con-tract for construction of bituminous rock or sheet asphaltum pavements along both sides of State street between Fourth and Sixth South streets and for cement sidewalks along the north side of South Temple between J and S streets along the south side of South Temple between Eighth and Nineteenth along both sides of First South street between Eighth and Twelfth East both sides of First South street between be-tween State and West Temple and both sides of Second South street between State and West Temple streets were submitted and approved I I ALlIED CASE COMPROMISED Mayor Basfcin President Loofbourow and City Attorney Hoge to whom was referred re-ferred the matter of the proposed compromise com-promise offered by Evans Rogers in the I case of P H Aired vs Salt Lake city reported re-ported that they had considered the matter mat-ter and in view of the surrounding difficulties of preparing for an appeal recommended that the case be compromised compro-mised by paying Aireds attorneys the Adopted sum of 3086 as a settlement in full A NEW OFFICE CHEATED Beardsley offered the following resolution resolu-tion Resolved That the mayor be requested to appoint a land and water commissioner for the balance of the year of 1893 at a salary of 15 per month said commissioner to have power to commence suit in the name of the city by advice ad-vice and consent of tho counsel against all trespassers on city lands and water rights The resolution was adopted An amendment to ordinance 6 relative to the duties of contractors who use the streets for various purposes was read three times and purroses amendment shifts the responsibility from the city in such cases as that of George Naylor vs The Mountain Stone company and the city recently tried in the Third district court and m which judgment was rendered ren-dered against the city
