Show Those Territorial Funds When there is a public rumor that Ii causes distrust and misapprehension the best way to bring the matter to a head is to give it vent and find out what there is to it so that if there is anything really bad that ought to be cured it may be se nand n-and if not that the rumor may be dissi L t pated It vas for this reason that THE HERALD f made editorial comments on the current report that a large amount of money received re-ceived by the territorial treasurer was withheld from persons holding territorial warrants and used by a banking institution institu-tion where the money was deposited At the same time we explained the law in relation re-lation to payments in the order of apoli cation and registry and showed the possibility of some money being on band without any violation of the laThe la-The territorial treasurer has placed his accounts at our inspection so that the facts may be made known to the public and all misunderstanding concerning the territorial funds may be removed From S these it is evident that the reputs in circulation S cir-culation are incorrect There are no lunds in hand for general territorial purposes pur-poses Every warrant for which there has been money to meet it has been paid f The register is complete and is open to S any one who wishes examine it It is tabulated and easy to comprehend On July 1st there was in the territorial treasury the sum of 1078033 But none of this is available for general purposes It is ail held for schools court funds I court salaries eLct under provisions of S the law The first warrant registered and unpaid is No 391 in favor of the Utah Sugar Works for 55S3 Under the law as we have previously explained that is the first warrant to be paid The rest must coins in their turn There willS will-S be no considerable amount of money paid into the treasury until the taxes for 1S93 come in Last November when the taxes for 1502 were flowing into the treasury there was 521275165 on hand That has all been paid out in proper order except the amount we have named which must beheld be-held and disbursed vor the purposes specified The money in care of the treasurer is not deposited in one bank but distributed among several The rumor therefore to which we drew attention at-tention is incorrect both as to the amount on hand and to the place of deposit No bank has a monopoly of the S use or care of the public funds and there is no large amount for anybody to use or hold The treasurer is under heavy bonds and may place the money where he thinks best As to the Provo bank which failed its application is duly registered But there were sums aggregating more than 50000 ahead of it and which must be paid under the law when there aro funds to do itt 11 their registered order Thus no blame can be attached to the treasurer or other public officer for the failure of that bank to obtain payment of the warrants held by it and unavailable These explanations are due to the treasurer whose accounts are kept in admirable S ad-mirable shape up to date and to the public pub-lic who ought not to be misinformed on such matters and made to believe that S public money in large amounts is kept I for private use at a time when everybody t every-body is pinched for funds and is therefore k there-fore ready to resent anything like unfairness t un-fairness in the distribution of territorial 1 means |
