Show The Secretary of Utah The appointment of Hon C 0 RICHARDS RICH-ARDS of Ogden to the important office of secretary of the Territory of Utah is eminently emi-nently satisfactory There were other candidates for the place and the selection made reflects no discredit upon them Only one man could be chosen and the President seems to have acted in this case on the strongest and most numerous endorsements en-dorsements presented That the strength of Mr RICHARDS support may be appreciated we here insert in-sert a partial list of the officials who warmly recommended him to the President Presi-dent as the most suitable person to fill the position HOKE SMITH secretary of the interior J STERLING MORTON secretary of agriculture agri-culture D LASIONT secretary of war Senator FAULKNER chairman senate committee on territories Senators GORMAN GOR-MAN VEST BECKWITH and others Congressman Con-gressman WASHINGTON chairman house committee on territories Congressmen W L WILSON W D BYNUM and others Delegate SMITH of Arizona ExDelegate CAmE of Utah CHAUNCEY F BLACK president National Association of Democratic Demo-cratic clubs Colonel JOHN P IRISH H P HENDERSON president Democratic society1of Utah S MERRITT national committeeman from Utah FRANK BEANE national committeeman from Idaho A L NEW chairman state committee com-mittee of Wyoming The chairman of nearly every county committee in this territory and a large majority of the members of the territorial committee besides be-sides prominent members of the party both Gentile and Mormon a number of Ogden Gentiles telegraphed to the delegate dele-gate urging him to support Mr RICHARDS RICH-ARDS In making this choice President had to take into consideration not only the endorsements of a candidate but the local situation There are two elements in the Democratic party of Utah They are fused into one body bit they were formerly opposed to each other There are the exPeoples party or Mormon members and the exLiberal or Gentile members They should both receive recognition and the President appears to have sensed this keenly Geographical considerations also enter into the matter If Salt Lake were to have all the appointments appoint-ments other parts of the territory might complain The Governor is an exLiberal and lives in Salt Lake the Secretary is an exPeoples man and hails from Ogden So he filled the bill in both these particulars particu-lars It should be understood too that the I Delegate had no quarrel with Mr RICHARDS RICH-ARDS over this appointment He favored another man and was not angered simply because Mr RICHARDS received the ap oointment On the contrary ho telegraphed i tele-graphed his congratulations to Mr I RICHARDS as soon aa the appointment was made As to his fitness for the office there is no dispute I so far as we have heard His i i A 1OiI > i 01 < political opponents admit this THE HERALD has published a sketch of his rapid and brilliant career He is eminently emi-nently adapted for the place and will make most efficient public officer He will also work in full harmony with Governor Gov-ernor WEST and make acapable secretary of the Utah Commission fie is a worker and a thinker and will be one of the best if not the best secretary the territory has ever had There is peculiar significance in this selection It is the first appointment of a Mormon to an important Federal office for forty years It is an unmistakable sign of the reality of changed conditions It is a sufficient reply to thom Republican papers that have marked down as necessary neces-sary qualifications for CLEVELANDS appointees ap-pointees in Utah exrebel and ex Liberal C C RICHARDS is neither Nor is he fanatical rabid or extreme ex-treme in religion or in politics Ordinarily such considerations as we have mentioned ought not to enter into political appointments or political affairs af-fairs But since they have been for sometime some-time and are kept in view by t our friends the enemy it is necessary for the time being to notice them But the time is at hand when they will be entirely banished and no mans creed will be intruded into the question of his fitness for any public position The Presidents appointment for secretary secre-tary will be endorsed by the majority of the people of Utah as was his appointment appoint-ment for governor and viewing the whole field over we do not think the executive ex-ecutive could have done better if he had surveyed it on the spot Mr RICHARDS has THE HERALDS most cordial congratulations con-gratulations |
