Water Rates Sprinkling in District Xo G Will Probably Be 7 Defeated I I The promised injunction suit against i the city to prevent the payment of the 25OOO allowance to the contractors on I the gravity sewer has nnt materialized an7 the indications are that it will not be rorthcoming at once Even should an injunction now be obtained it would apply to but 15000 the authorized pay in nt of 10000 having been made yes ter by the auditor and treasurer In accordance with the actions of the city council the 10000 initial payment was placed upon the appropriation list and this list was approved by the mayor There remained nothing for the auditor to do but issue the warrant for the amount upon the request of the contractors con-tractors and within ten minutes of its issuance the paper was in the hands of the bankers with whom the contractors do business The warrant was paid by the treasurer during the day I is understood that the lack of the necessary bondsmen is the cause of the failure of the workingmen to file the I petition for an injunction The papers have been prepared for two days but sureties in the amount required by law were not so easily secured The members mem-bers of the organizations which have joined issues in their fight against the very low wages now being paid by the contractors still contend that inasmuch as the original contract was figured upon a basis of not less than 2 per day and the contractors have been more than reimbursed the laboring men l t Should not be held up for they say the present methods of the contractors are little short of actual holdup They are I preparing to appeal to the city council and this failing the case is to be called forcibly to the attention of the taxpayers tax-payers There seems to be a growing sentiment against the schedule adopted sentment by both the contractors and the subcontractors I sub-contractors These latter are paying but 150 per day and make no preten tions of higher wages Of course they took tlH contract for the excavation at what would be ruinous figures in ordinary ordi-nary times and the workingmen are naturally the sufferers The amount to be paid in wages is not the only unsatisfactory regulation made by the contractors Another is the time of payment Only one pay day per month and that on the 10th of each month is the rule and in making known their opposition to this the laborers point out that they are in debt have exhausted their credit and have nothing noth-ing in the larders The contractors will receive semimonthly estimates and there seems t be no valid reason why the laborers should be forced to wait 3 full month for their meagre compensation compen-sation The contractors still contend that they have no intention of oppressing the workmen and will pay just what the msn are worth to them Hundreds of applications have been made tothem for work and the applicants have expressed ex-pressed their willingness to go on the work for 125 if necessary This however how-ever onlv brings more forcibjy to the front the awful condition of the majority ma-jority of the poor in the country Sixteen carloads of cement have been received on the upper end of the work and others are coming in at the rate of two per day The Utah Brick association as-sociation is delivering 30000brick1 daily all of good quality The cement tests thus far have proved very satisfactory none of the material having been condemned t con-demned 5 Very good progress is being made with the work in the neighborhood of 160 men work being employed The Monday third gang morning of bricklayers will b put on That Cottonwood Water Deal Early in the coming week the com mitlee having in hand the negotiations r looking to the exchange of the waters of the Salt lake and Jordan canal for I 2260 of the Big Cottonwood creek will J again meet with the people of Mill v Creek with whom the exchange is to T S be made and i is very probable that mae some definite understanding will b arrived ar-rived at The mmsiii mqcle by the commIte to the owners of the Cottonwood Cotton-wood water is t give them more of the warm waters Of the canal which are known to be the best for Irrigating purposes than they now have of the Cottonwood stream in exchange for their interests In the mountain water In the event of a diy season the city I would turn down enough of the water to which it had derived title bv reason I cf the exchange to meet all of the requirements t tle quirements of thE people I is estimated I w esti-mated that the cost of conveying the I c Cottonwood water around the base of the mountain to the Parleys creek conduit into which it is to be emptied would b about 60000 The successful carrying out of the project would mean the abandonment I of the old canal course in the city I Vnnt Their Paving Rebate I is ry probable that the attention of the Jity council will be called very forcibly to the matter of the little deficiency de-ficiency in the figures on paving caused by the compromise with the Salt Lake City Railroad companv thrnugii v a settlement of a 65000 claim against the road was effected for 35000 The city engineer has requested the council to notify him t which account the 35 000 is to b charged but that body maintains a stony silence The taxpayer tax-payer are clamoring for their rebates and threaten to wake the council up should it procrastinate longer They object to the 30000 being charged against them and will resist any such attempt on the part of the city authorities I authori-ties The final estimates have been mode out and he engineer now only I lacks instructions regarding the matter of the disposal of the deficiency The tirgument as made that it would be i Jeral to pay the amount ouLof the general gen-eral fund or charge it against that account Water Will Be Shut dff l delinquent water rate payers are to be shut off on Monday This was the order issued by the waterworks department de-partment yesterday and when the order rei Is carried into effect there will bfr ala a-la number of people in the city without with-out their water There now appear noon the books of the assessor and col ector of water rates next council meeting Major Dailys appointment as superintendent superin-tendent of waterworks will be brought forward by the committee I is said that a majority of the committee are now favorable to
