Show THE COUNCIL Mr Lund introduced a petition from various parts of Washington county representing repre-senting that the roads had been greatly damaged by recent floods and asking that the sum of 3000 be appropriated to repair the roads The petition was signed by Martin Slack and 143 others Referred to tho committee on ways and means Mr Lund also presented a communication from A W Ivens assessor and collector of Washington county setting out that taxes assessed during the years of 18S7 and 18SS amounting to 10965 could not be collected many of which unpaid claims were against estates of heirs who could not promptly pay and estates would have to be sold at great sacrificeand other claims were against persons who had left the county Referred to the committee on claims MUTUAL FIRE IXSTJBA1TCE COMPANIES The committee on private corporations reported on G F 29 a bill providing for the incorporation of mutual fire insurance companies recommending that it pass with certain amendments Report accepted and recommendation adopted MB METCALFS CLAIM The committee on claims reported on the claim of J W Metcalf city marshal of gden for services in serving writs of commitments of candidates for the reform chool amounting to 14 The committee ecommended the bill amounting to 740 for expense after cases had reached the istrict court but that 5600 incurred in justices courts be not allowed Mr Richards thought the claim shouldbe paid in full He did not think any one but he territory was responsible for the pay ment of the claim which was entirely legal After further discussion the report was amended so as to recommend payment of the entire claim The report was then dopted THE WINTER QUAKTEHS MATTER I Mr Hatch chairman of the committee on ounties made a minority report on H F 5 6 a bill to annex a portion of Sanpete c ounty to Emery county recommending hat the recommenthagm bill be placed on its passage Messrs Collett and Seegmiller of the same committee made a st majority report on the same bill recommending that only one alf of the six miles of contested territory b IB ceded by Sanpete county to Emery county On motion the minority report was voted o in but tho report was rejected and the majority report taken up In support of the majority report Mr Collett said that the bill which had passed the House included more territory than many of the petitioners asked for and he t thought the objects of the bill would be ac complished by setting over onehalf of the mount expressed in the bill or a strip hree miles in width After some further discussion the ma j jority report was adopted and the bill filed for second reading ESTATES Or DECEDENTS AND MINORS The conference committee on C F 25 relating to the mortgaging of estates re ported that the committee had agreed to adopt all the House amendments to the bill excepting one The report of the commit tee was accepted the amendments made and the bill passed SOT CONCURRED HI The conference committee on C F 37 providing for absence of justices courts recommend that the House amendments be not concurred in The bill passed in con formity wit the committees recommenda tion ox MUNICIPAL GOVERNMENT G F 21 governing cities of the first and second class was taken up on third reading and then placed on its passage The aye and nays were called and the bill passed unanimously COLLETTS SCHOOL BILL C P 37 Colletts school bill was taken up on second reading The bill is very lengthy and after several hours had been devoted to amendments the further con sideration was dostponcd until the evening session n rum TUB HOUSE The House announced that under sus pension of rules H F GO relating to pro bate courts had been passed The bill was read by its title and referred to the com mittee on judiciary Also that H F 10 substitute relating to the herding and branding of cattle and the other bills which are found in House report had passed The bills were referred to the appropriate committees The Council adjourned until 7 p m EVENING SESSION ElThe Council convened at 7 p m and the discussion of C P 24 Colletts school bill I was resumed An hour I and a half was de voted to discussing the salaries which county superintendents should receivebut the problem could not be solved by the Council and the section was referred to Messrs Seegmiller Collett and Booth a special committee appOinted by the chair The discussion of the bill was then con tinued and after deliberating until 10 oclock the Council adjourned five of tho twent five pages of tho bill having been read |
