Show PROD TilE MAYOR I At the reform meeting on Monday evening Judge WAMPIEU hit the nail squarely on the head when he said the execution exe-cution of the laws rested with the mayor and not with the council THE HEKALD has been trying to impress it upon the puhlic that GEOnGE M SCOTT mayor is the man more than any other responsible for the deplorable de-plorable condition of things which exists here Wo do not allege that Mayor SCOTT is in favor of Sunday saloons that he encourages en-courages bawdy houses that he protects gamblers or that he likes the idea of the city being overrun with thugs sandbaggers sandbag-gers and burglars but we do say that Mayor SCOTT has not exercised his authority author-ity as chief exacutive officer of the city as he should have done or this awful state of affairs which not now exist Wo dp assert that Mayor SCOTT is responsible to the public pub-lic for the failure of the policemen which he appoints to enforce the ordinances We ailege that if the mayor wero to tell the chief of police that the saloons must close their doors and refuse to sell liquor on Sunday Sun-day that houses of illfame must be suppressed sup-pressed that gambling dens must be shut up all these things would bo accomplished and with very little ado The chief of police and every man on the force would know thathis tenure of office depended upon obeying obey-ing his superior the mayor and if an officer should refuse obey the mayor could kick him out and put in his place a more efficient person Judge WAMPLEK was right in this matter and the popular demand for the enforcement enforce-ment of the ordinances should be upon the mayor the citys chief executive officer and not upon the council which makes laws but does not execute them It has been intimated that Mayor SCOTT lacks the courage to use his office as he should use it that while he is personally a lawabiding citizen and frowns upon tho vices which afflict the city ho dare not assail the I whisky sellers the gamblers and the prostitutes who form such a conspicuous element in his political party and contributed con-tributed so much towardshis election We do not say that this intimation is correct but unless the mayor shall be more forceful force-ful more energetic in the performance of his duties as head of the municipal government govern-ment a good many people will conclude that he is a moral coward and that he is i afraid to antagonize tb3 lawdefyiug classes which trained under his banner and to whom he owes the title which he wears |
