WATER MAIN EXTENSION G M Ottinger superintendent of waterworks reported that the water mains had been i-ex extended along First North street and residents along tnat street had asked him to put in water service He had refused because no local tax had been assessed He asked instructions and was informed that he might attach any of the petitioners upon the payment of the usual tax THE STREET OPENED The petition of J Bolton Co asking that a certain street on property owned by them be t1ed and accepted by the city was granted THEY DO NOT GET IT ijiie petition of George Morris asking a deed to certain piece of land was not granted Andrew D SoderbergS petition was similarly treated as the legal right of the city to do tended-other otherwise was not clear THE QUESTION OF TAX NOTICES The city attorney reported that he saw no legal objection to the consolidation of tax notices instead of publishing them separately as at present The information was received and filed THEY GET NO DEED Clawson in reference to being overtaxed on a certain mortgage held by them was not granted THE FIRE ALARM SYSTEM The committee to whom had been referred the duty of inspecting the electric fire alarm system reported that they had made a thorough inspection had found the service to be tion-satisfac satisfactory and recommended that the company be paid as per contract FROM THE EASTERN RESERVOIR The committee to whom had been referred the petition of Mrs I Cameron Brown tory-recommen recommended that the water mains be extended past her premises and that the pipes be supplied just ded-as yggO ass authorized to be made jxTHE MAYORS COMMUNICATION TbCWommunication of Mayor Armstrong in reference to certain indictments found by the late grand jury charging misappropriation of public funds was then brought up and a motion was made that the five aldermen be made a veyed-com committee to investigate the charges made and mittee-re report the results of their work to the council Alderman Sharp objected to the appointment of this committee He was an alderman he had examined the accounts which were alleged to iiefraudiilent had found that the moneys had oeen honestly expended had so report d to this council the council had ratified the reports and ordered the accounts paid He did not fell like 3oing this all over again The mayor had asked for an investigation and some citizens seem to ihinlrthat one ihould be made So lar as he A T was concerned he was willing that the citizens should make it The charges brought had no foundation in fact and can be easily disproved Mr McCornick near as I can understand the nature of the chargesas I do understand themthey are to the effect that the mayor has broken a law of the city in reference to buying goods for himself for the use of the cityof city officials dealing with themselves For instance hat the mayor owned a lumber yard and The MayorYou will excuse me Alderman McCornick but that is not the question at alL Mr McCornick That was my understanding Mr SharpThe charges are that the mar shals contingent fund was wrongfully disbursed dis-bursed and that the mayor had aided and abetted the crime Mr Riter In other words that the marshal had misappropriated the PUblic funds and that the mayor had participated in the spoils Mr lItter admitted that he had been somewlmt puzzled as to what was the best method to per i sue in the matter To ask a committee of the council to investigate the charges might be I ooked upon by some as a whitewashing scheme because if there had been any crime of the j I nature charged committed every member of the city council was equally guilty City I council committees had investigated these same accounts had reported them as correct and these reports had been adopted by the council I coun-cil But if a committee of reputable citizens could be secured it might be a good idea to have one He did not believe that there was a member mem-ber of thiscouncil whowould be any better satisfied sat-isfied at the end of an examination than they ire now that the charges are baseless and hollow hol-low and made for political effect Mr Riter moved that the council investigate the charges in committee of the whole and that a special evening be set for considering the matter mat-ter erThe The motion was carried and the council adjourned ourned until next Tuesday evening at 7 oclock |
