Show THE CITY COUNCIL Major Wilkes Electric Railway Rail-way Franchise Granted NO CITY BONDS YET SOLD The City Taxes to be Collected for the Current YearPetitions and Reports The City Council met at the usual hour last evening when the following business was transacted PETITIONS Jacob Moritz and others asked for an extension of the water mains along Third South to Tenth East Street and thence to Fifth South Committee on waterworks A retail liquor license was granted A J Taysum Jr and a license to manufacture manu-facture malt liquors to the R B Mar getts estate The Salt Lake Panorama Company asked permission to keep open the cyclorama cy-clorama of the Battle of Gettysburg from 4 oclock till 11 pm on Sundays MR CLVBK moved that the petition be not granted MR DOOLY wanted know what kind of a show it was MR CLARK replied that it was a show for which money is taken and he was opposed to running Sunday shows of all kinds If people have no respect for the Sabbath themselves they should be made to obey the law MR MCCORNICK thought it was no worse than going to the Lake MR DOOLY Nor half so bad MR CLARKIf I had my way I would stop trains running through the city on Sunday MR SHARP If there is an ordinance against it then we cannot grant the request re-quest The ordinance covering the case was read and the request finally refused THE S L F D FRANCHISE F S Richards submitted a resolution awarding to and authorizing the Mayor and Recorder to sgn a contract with the Salt Lake Fort Douglas Railway It was read the first time by its title and ordered printed In connection with this he asked the opinion of the Council as to whether the same provision provi-sion in reference to hauling gravel now in the old franchise be inserted in the new franchise This provision of the old franchise makes it obligatory upon the company to famish to the city under certain condi ions 200 carloads of gravel per day a provision as Mr Riter put it enough to bankrupt any railway in the world It was finally agreed that that section be omitted COMMITTEE REPORTS The committee on license to whom I was referred the petition of restaurant keepers asking that they be allowed to sell cigars under their license reported unfavorably and the request was de pied d The same committee to whom was referred the petition of Frank Foote and others asking a reduction in the license fee for running sampling works and assay offices ported recommend lose that the sampling mill fee be nxed at 25 per annum and that the asay ers license be 12 Report adopted MAJOR WILKES FRANCHISE The bill for an ordinance granting to Major Wilkes and associates a franchise to construct an overhead electric raiLway rail-way through certain streets of Salt Lake was taken up on its third reading An amendment was offered by Mr Riter which changed the route considerably siderably Mr Riters idea was that such portions of the city as are not now served should be taken care of in granting grant-ing franchises MR WILKES being asked his opinion of the proposed change objected MR SOWLES also spoke against the adoption of the amendment MR DOOLY Tnese gentlemen come here and ask for a franchise to construct con-struct a street railway and we have proposed to give them a franchise Let us either give them something rear what they wantwhat they believe they need to make the road a paying I investment or else let us say that we will give them nothing It would be a good deal better to refuse a franchise than to encumber our books with a law granting a franchise to a road that would never be built MR SHARP supported the idea offered by Mr Riter Such new roads should go into virgin Territory as much as possible Everything Every-thing Mr Wilkes had asked had been granted save the line on Third Fourth or Fifth East Streets to bonth Temple I and thence along that street to the Reservation Res-ervation He would however like to offer an amendment to Mr lUters amendment making the route commencing com-mencing at the Utah Central Depot thence south to First South thence west to Fourth West thence south to Fourth South with a branch to the D R G Depot on Second South thence east to West Temple thence north to Second I South thence east to First East thenoa south to Fourth South thence east to Tenth East thence south to Seventh South thence to the Reservation also from Fourth Southdown South-down Thira East to the city limits thence from the corner of Ninth South and Third East to Seventh East and thence south to the city limits also from the Utah Central depot to Becks Hot Springs Considerable discussion followed the offering of the amendment by Mr Sharp MR RITER suggestpd that before voting vot-ing upon the amendment each member mem-ber of the council go over the ground and take a personal view of the route suggested MR MCCORNICK thought it about time something was done Mr Wilkes was anxious that some action be taken It was useless to waste time here every night Ha would therefore move that the franchise be not granted MR WEBBER opposed such action MR WILKES said he had no objection to building the road on Fourth South and Seventh East but he certainly thought he ought to have the route agreed upon in committee some time since He would put electric lamps whfrever the Council desired them on his lines r 0 = ft MR DOOLY thought the objection made by Mr Riter to covering virgin territory was met by this offer of Mr Wlkes The amendment offered by Mr Sharp was put and carried by vote of S to 1 the latter being Dooly McCor nick Bowles and Roberts SUPERVISORS FUND One thousand dollars were appropriated appropri-ated to the Supervisors fund SPECIAL FAIR LICENSE On motion of Mr Pyper the Mayor was authorized to issue special license to such people as might wish to dispose of refreshments on the ground during the coming fair THE CITYS TAXES In accordance with the former instructions in-structions of the Council the Recorder presented the assessment roll for 1888 as corrected by him after the action of the board of equalization It showed the total amount of taxes for 1888 to be 7552920 The report was accepted IN EXECUTIVE SESSION The Council then went into executive session on the sale of city bonds When the doors were reopened the recorder announced that no bonds had been sold although it was understood ihat a couple of bids had
