YORK September 25 Heraldst Austin Texas All Sunday and Monday the most alarming telegrams continued to ponr in on Governor Ross informing him that a war bloody and fierce had been raging on the Texas frontier and that Rio Grande City had been for the past twentyfour hours in possession of an armed Mexican mob All telegrams come either from John P Kelsey county judge of Starr County or the sheriff and each succeeding one is more startling and sensational than the other All demand troops immediately and convey the impression in plain words that rampant anarchy runs riot on the border and the lives of American citizens citi-zens in that section are in imminent peril This extraordinary and sensational sensa-tional state of affairs had its origin in the fatal encounter in Rio Grande City last Saturdaybetween Catriuo E Garza editor of El Emmerica and United States Revenue Officer Victor E Seberee In the light Seberee shot and killed Garza who was very popular pop-ular all along the Rio Grande and as a result the Mexicans rose and endeavored to lynch Seberee The Texas officials however saved him for the time from the fury of the mob and wired Governor Ross as follows A great riot is raging here Armed men are parading the streets Send the State Rangers 01 call on the United States troops at Fort Ringgold This dispatch was followed by another an-other from T W Kenny a member of the Legislature Send all available troops you can at once Armed Mexicans are in control of the city and county A still later one was received saying A fight has just taken place between two Mexicans and one American One i Mexican was killed The Mexicans i now demand that the American be delivered de-livered to them A riot was avoided by placing the American under arrest It Another dispatch reads Over 150 Mexicans are attempting to lynch Seberee Send Rangers at once I itiot still continueseight miles from nearest railroad station and it is extremely II tremely difficult to reach it TIlE TROOPS ORDERED OUT I Governor Ross has ordered the entir 1 Ranger force of Texas to proceed with I all podiinle haste to the scene The Mexica number ten to one of the white citizens of that section Tnerels no telling to what exceises they will resort re-sort especially as they have no difficulty diffi-culty in escaping to Mexico Governor Ross also telegraphed to all sheriffs of all counties on the border or contiguous to proceed by forced marches to the troubled district and take an armed possee with them He likewise telegraphed to the San Antonio Rifles Belknap Rifles and Houston Light Guards to hold themselves in readiness to march at a moments notice no-tice It is believed there will be a general gen-eral massacre of Texas citizens unless United States troops from Fort Ring gold come to the rescue an event likely to cause international complications Last night Governor Ross said the situation situ-ation was extremely grave and the absence of advices for several hours gave rise to the worst tears WASHINGTON September 25Acting Secretary Thompson this morning received re-ceived the following from the collector of customs at Brownsville Texas dated the 34th instant The situation at Rio Grande City is precarious but quiet today pending a conference of a committee from the mob witb the sheriff and the result of wounds received > re-ceived by combantants If no agreement agree-ment is reached the United States troops will probably be needed tonight to-night It is desired to have them ready to protect the town at the request bf the sheriff of Starr County State troops will reafch there Wednesday I Inspector Seberee and Depnty Marshal Dillard are still in Fort Ringgold Secretary Thompson this afternoon submitted copies of the telegrams received re-ceived from the collector on this subject sub-ject to the Secretary of War with the request that he take such action as may be deemed necessary for the protection pro-tection of life and property at Rio Grande City THE WAR DEPABTMEKT ACTS General MacFeeley Acting Secretary of War telegraphed this afternoon to General Stanley commanding the Department De-partment of Texas to send troops to Rio Grande City for the protection of life and property and also take such steDS I as may be deemed advisable for the I preservation of peace and order in that vicinity f General MacFeeley said this actian was based on insinuation received from the Acting Secretary of the Treasury Treas-ury and was taken more as a precaution precau-tion than in the belief that troops would be forced into action He said he thought the difficnlties were about over and that they would eventually ba adjusted without tbo intervention of the military THE WIRES DOWN AUSTIN Texas September 25A rumor ru-mor was in circulation here today to the effect that the Mexican mob had menaced the United States troops in Fort Ringgold in order to lynch Seberee During the day Governor Ross received a dispatch from General Stanley commanding com-manding the United States troops Texas Tex-as saying the Secretory of War had or dered him to protect the lives of the people peo-ple and property at the scene of trouble and to holdSeberee until he is demanded demand-ed by the Sta te authorities The wires are down between this and Rio Grande City and nothing can be learned hereof here-of the condition of affairs tonight 1tJo fell into the trap and went to the Third National bank where he drew the amount and placed it < pu the table He then took another chancj and was informed be had lost 20 000 One of the swindlers knocked a pisol out of his hand and the two ran out locking the door after them By the time Leman forced the door open both had disaopeared |
