Show FISH FISH FISH The Fish Commissioners and a Senator Consult Windom MILLIONS OF THEM CAPTURED The Act Recently Passed for the Protection of the SeaGoing Tribe Must be Observed WASHINGTON March 15ln company with D Brown Goode of the United States fish commission Senator Stockbridge chairman of the commission on fisheries today called upon Secretary Windom with reference to the act recently passed for the protection of fisheries in Alaska The act makes it unlawful to erect or to i maintain any obstruction in the rivers of Alaska with the purpose of the result of 1 completing or preventing the ascent of salmon or other anadromous species to their speces spawning grounds and affixed a minimum I last penalty year of 2oO a day for violation thereof MILLIONS OP PISH I is said that certain parties by aid of dams captured millions of fish and they are reported to be making ready for another campaign this year The matter has been referred to law offices of Treasury department who will at once prepare necessary orders for carrying into effect the provisions of the act The last section of the act Senator Stockbridge says will bo carried out by the president in due time Its adoption was a matter of serious concerns con-cerns to Congress and its phraseology was changed by the Senate committee on foreign relations and it was enacted into a law as follows TO ISSUB A PROCLAMATION Section 3That section nineteen hundred hun-dred and fiftysix of the revised statutes of the United States is hereby declared to include in-clude and apply to all the dominion of the United States in the waters of Behring sea and it shall be the duty of the President at a timely season in each year to issue his proclamation and cause the same to be pub ished for one mouth in at least one newspaper news-paper if any such there be published pub-lished at each United States port of entry on the Pacific coast warning all persons against entering said waters for the purpose of violating the provisions of said section and he shall also cause one or more vessels of the United States to diligently cruise said waters and arrest all persons and seize all vessels found to be or to have been engaged in any violation vio-lation of the laws of the United States therein THOU S1IUT NOT KILL Section 1956 of the revised statutes is as follows No person shall kill any otter mink martin sable of fur seal or other fur martn bearing animal within the limits of Alaska territory or in waters thereof and every person guilty thereof shall for every offense be fined not less than 200 nor more than 51000 or be imprisoned not more than six months or both aud all vessels their tacklo apparel furniture and cargo found engaged in the violation of this section shall ba forfeited THE SECPETARTS POWER But the secretary of the treasury shall have the power t authorize the killing of any such mink martin sable or other fur bearing animals except fur seals Under such regulations he may prescribe and it shall be the duty of the secretary to prevent the killing of any fur seal and to provide for the execution of the provisions of this section until i is otherwise provided by law Nor shall ho grant any special privilege under this section |
