THE ONLY additions to the third-year plan compared to the first two year proposals are the acceptance of the EDAW study recommendation that the initital play of development be in the "downtown area" of the city defined as between 200 North and 300 South and between be-tween 100 East and 100 West; the hiring of a Redevelopment Agency director; and the appointment of citizens to sup-plement sup-plement the present six-member six-member agency. V.A. (Kit) Bettilyon.ofSalt Lake City, has been employed as the Redevelopment Agency director and the agency said it would begin soon adding citizens to its group for input and act in an advisory capacity to the agency. THE AGENCY also agreed that the agency and director would work hand-in-hand through all proceedings and would meet often to discuss specific plans and proposals. There was only one letter of protest to the third-year Redevelopment Rede-velopment Agency's proposed plan. That was filed by Bountiful Bounti-ful resident Jack Billings. He was present at last Wednesday's Wednes-day's public hearing and offered to voice his objections in the meeting. BUT MR. Bettilyon told the council and audience that "these criticisms are being worked out and that he (Bettilyon) (Betti-lyon) would be glad to meet with Mr. Billings in private but would not discuss his differences differ-ences in a public hearing." Thus, the council took ac tion and approved the third-year third-year plan by a 3-0 vote. Coun-cilmen Coun-cilmen Steve Studdert and Robert Linnell were absent. RICHARD Peterson questioned ques-tioned the council about a couple cou-ple of items, but did not officially offi-cially protest the city's redevelopment rede-velopment proposal. He wanted to know whv the downtown area, especially along 100 East where he lives, is considered a "top blieht area." "WE ARE no different than anyone else in the city," he told the council. "We have nice homes, lawns, gardens and a clean atmospere and I can't understand why our area is considered blighted " One of the major prerequisites pre-requisites of a redevelopment project is that the area (or part of the area) be considered "blighted" and in need of repairs, re-pairs, improvements or redevelopment. rede-velopment. "I DON'T think there's any-major any-major part of Bountiful that is blighted, let along my residential residen-tial area along First East; I just don't understand it," he said. Mr. Peterson also asked if the council had accepted any specific redevelopment pn jects as he understood that they had. COUNCILWOMAN Phyllis Southwick explained that the council had not accepted any redevelopment projects. "We have heard from several developers de-velopers that have expressed a desire to develop the downtown down-town area, as well as other sites, but no project has been accepted." she said. City Planner Jon Reed Boothe explained that the redevelopment re-development plan is subject to amendment, but there w ere no changes made by the council at Wednesday's meeting. AS CLARIFICATION to those attending the public hearing. Mr. Boothe outlined the Redevelopment Agency Surv ey Area which encompasses encompas-ses parts of the entire commercial commer-cial area of the city and the proposed Redevelopment Project Pro-ject which includes the area between 200 North and 300 South and between 100 East and 100 West.
