Show Kanes Conduct Inquired Into WASHINGTON May Admiral Jouett recently ordered a court of inquiry at Aspinwall to investigate the charges I made against Commander Kane to the effect that he did not perform I his duty at the time of tne burning of that place The finding find-ing of the court has been received at the Navy Department and is as follows fol-lows That the American flag was insulted in-sulted as alleged by the seizure of the steamship Colon and the forcible arrest and imprisonment of a number of American citizens including an I officer of the United States navy In uniform and Robert K Wright Jr United States Consul at Aspinwall which however we find to have been done on the 30th day of March under forces which in our opinion were not revolutionists but were part of an armed mob acting under orders of one Pedro Prestan who was denounced by both the existing exist-ing political parties of the State of Panama as a robber and assassin who called himself a revolutionist to cover his base designs The conduct of Commander Com-mander Kane was in our opinion based on the concordant testimony all the witnesses who have been before the court aa well as those who have testified by deposition eminently proper He acted with judgment with discretion with firmness and in accordance accord-ance with his orders Had Commander Kane acted otherwise than as he did there is no doubt the lives of the Ameri citiz ns Imprisoned by Prestan would have been sacrified with no benefit to Americans or other foreigners either in the saving of life or property The burning of Aspinwall would have followed fol-lowed the murder of Prestans prisoners and in all probability other American citizens would have been made victims of Prestans malignant fury |
