Show TELEGRAPHIC NEWS Internal Revenue Washington 24Until within a few days Commissioner Raum was disposed to make no recommendation recommenda-tion looking to a reduction in internal ternal revenue taxes It is believed now however that he will advise such reduction as will leave the aggregate ag-gregate income of the government from that source at about a hundred millions per annum It is known that the President while firmly opposed op-posed to any proposition looking to the abolition at this time of the entire en-tire internal revenue system believes be-lieves the time has come when substantial sub-stantial relief can safely be accorded the taxpayers and that a portion of this relief should come from the reduction re-duction of the internal revenue taxation tax-ation With this view the cabinet is in entire accord and the President Presi-dent in his message will recommend recom-mend the abolition of all internal revenue taxes except those upon tobacco in its various forms and upon distilled spirits and fermented liquors and except also the special spe-cial tax upon manufacturers of and dealers in such articles With a reduction re-duction In the tax upon whisky and tobacco upon the base of the bill which passed the House of Representatives Re-presentatives at the last session of Congress special tax ia deemed essential to afford the officers of government proper supervision of these articles for the prevention of fraud If this recommendation be adopted the remaining sources of internal revenue rev-enue will yield according to the estimate of the commissioner of internal in-ternal revenue about 100000000 per annum Any further reduction of internal revenue taxes than that proposed it is held would compel government to rely almost entirely upon import duties for its necessary income and would render any revision or reduction of the tariff duties dangerous if not impossible The President is firmly opposed to adopting any policy that would create cre-ate such a contingency and will in his forthcoming message urge upon Congress the importance of an immediate im-mediate revision of the tariff with a view to reducing the aggregate income of the government to such an amount as i3 absolutely necessary neces-sary to meet the interest on the public pub-lic debt and current and ordinary expenses of the government |
