VJizy the Council Is Barred. : The fact that the City Council is opposed to the water commission bill is one of the most convincing- arguments in favor of the passage of the Commercial Com-mercial club's measure. The principal reason the proposed , water bill does not place the management of the water system in the hands of the Council is because that body is incapable of directing the proposed improve-- improve-- ments on a business basis. The Council Is not in sympathy with the spirit of the measure and it is the judgment of an organization which is composed of the leading business men of Salt Lake, that the Council should not be vested with any power what-"sofer what-"sofer in connection with the new water system. And 999 of every 1000 taxpayers believe the same way. It is simply a business proposition and the verdict Is against the Council. Councilman Vigus' question asto "why the broad powers conferred upon the proposed commission to remedy the water deficiency were not given to the City Council, which then could remedy the situation," is really laughable laugh-able in view of the record of this public spirited, economical and business-like edition of the City Council. |
