Ovard, 44, has spent his entire life in North Summit and most of the past decade serving three terms on the Eastern Summit County Planning Commission. During nine years on the board, development has altered the face of eastern Summit County, he says. Term limits bar Ovard from continuing to serve on the commission. "The more development you sec, obviously, the less farming you see," Ovard said Sunday. "There's quite a change in the landscape." During his final meeting a few weeks ago. Ovard was the only original East Side planning commissioner still serving since the board formed when the Summit County Planning Commission split during the mid-1990s. The new board's first item of business was writing a general plan and development code, he recalls. Those documents focus on allowing land passed along through generations of family members to eventually be subdivided, Ovard said.
