Continued from page 1 solely on road improvements. On the ballet the city's sale tax proposal is presented to city voters as Proposition A and Proposition B. Proposition A asks for approval of the sales tax increase, and Proposition B asks voters to approve the city bonding for $5 million. The bonding is requested because inflationary cost for road construction construc-tion projects is about 7.5 percent per year. "Waiting to do the work at a later time will require more funding fund-ing to pay for this higher cost," said Kenneth Bassett during one of three public meetings on the tax increase. The longer the city waits to make the improvements the worse the condition of the roads will be, and consequently the more it will cost to finally complete the work. By bonding the work can be done sooner. Most of those attending the public meetings on the tax increase were in support of the measure, however, Uintah School Board candidate Brent Hansen used his time speaking speak-ing to the Vernal Chamber of Commerce last week to take issue with the increase. "When you add up all the small tax increases they equal a large tax increase," Hansen said. "What will the money be used for after all the roads are repaved? We need to carefully consider the consequences of this action." Those in favor of the increase like it because it spreads the burden over those who use the roads: tourists, truckers or county residents resi-dents who don't pay city taxes. The tax increase would generate about $450,000 a year. Vernal City presently receives the majority of its funding from sales tax revenue to provide City services. The Utah State Tax Commission has indicated indicat-ed that more than 50 percent of the sales tax collected in Vernal City is being paid by those who live outside out-side the city limits. The first phase of extensive facilities facili-ties renovations have been completed complet-ed at the Buckboard Recreation Complex south of Green River, Wyo., in the Flaming Gorge National Recreation Area. Working under a Wyoming Game and Fish Department contract, CC&G, Inc., of Lander completed 1998's work at Buckboard last week. The improvements completed complet-ed during this season's work include in-clude widening the boatramp to five 16-foot lanes with a new V-groove V-groove concrete surface. The new boatramp was built to this year's high water mark. A new 8-foot wide self-adjusting dock and two 4 foot wide by 40-foot 40-foot long boarding ramps were constructed. con-structed. Boat ready and boat tie down lanes were built with the asphalt as-phalt portion of them to be completed com-pleted next year. Some road drainage work was done near the parking lot entry and a new fish cleaning station was installed. The existing restrooms with water (adjacent (ad-jacent to the parking lot) were renovated reno-vated to meet the Americans with Disabilities Act guidelines. Finally, a new double-vault toilet was installed in-stalled with an accessible gravel trail to connect the toilet with the courtesy dock area. The total cost gv Savings! Phase two of the project is scheduled sched-uled to be done next year and includes in-cludes crack sealing and asphalt repairs re-pairs on the paved road entering the Buckboard Complex from Highway 530. The boatramp parking will also al-so be expanded and repaved. Phase two of the project is estimated to cost approximately $200,000. The project has been funded by taxes paid by sportsmen on equipment equip-ment such as boats, boating, accessories, acces-sories, and boat fuel. This national tax program, known as Wallop-Breaux, Wallop-Breaux, is administered by each state's Game and Fish Department. This is the same program that was used to fund and construct the Anvil Draw boatramp and facilities at Flaming Gorge in 1995 and improve im-prove the Cedar Springs boatramp facilities in 1997. Flaming Gorge District Ranger Dave Bull said, "We're very happy with all the improvements done at Buckboard this year. The contractor did an outstanding job and was able to keep the existing boatramps lanes open during the expansion work.
