Show Local UHP trooper given national honor Vernal Express Wednesday, October 21, 1998 Tribe claims exclusive wildlife right A national law enforcement program pro-gram honored two Utah Highway Patrol troopers for their observations observa-tions of license plates that led to the arrests of fugitives and suspects wanted for a wide range of crimes including murder, robbery, drug possession, stolen vehicles, and driving violations. The National Beyond the License Plate award program is designed to recognize law enforcement officers whose alertness and keen observation led to the arrest of a suspect or the solution solu-tion of a crime. The honors were being presented during the annual meeting of the International Association of Chiefs of Police during dur-ing its Highway Safety Committee awards breakfast. Utah Trooper Brian Blevins, assigned as-signed to the Vernal unit, received an honorable mention award for his March 14 and Dec. 24, 1997, observations obser-vations that a vehicle's front license plate was missing which led to the apprehension and arrest of a suspect who was a subject of a nationwide manhunt and wanted for the murder of his armored car partner and the theft of $300,000. The Grand Prize is also being awarded on Monday at the IACP meeting to Pompano Beach (Florida) Police Officer Randy Gonzalez for his April 12, 1998, observation ob-servation of a rear license plate which led to the apprehension and arrest of an escaped convict from the Everglades Correctional Institution and his accomplice last Easter Sunday. The convict's mother, moth-er, who masterminded the previous day's escape in west Dade County, and three other accomplices were captured after they rammed fences of the prison's recreation yard. The excaped convict and his accomplice were in a car whose license plate was noticed on Easter Sunday morning by Officer Gonzalez who knew it was involved with the prison escape. As Officer Gonzalez called for reinforcements, the car fled at a high speed and rammed the car of a motorist who was killed on impact, resulting in a murder charge against the two fugitives. The 1998 campaign, sponsored by the 3M Traffic Control Materials Division in cooperation with the Highway Safety Committee of the International Association of Chiefs of Police (IACP), attracted 286 entries en-tries from 37 states.
