PROPOSITION B If Proposition A above is approved by a majority of the voters, shall the City Council of Vernal City, Uintah County, Utah be authorized to issue limited obligation obliga-tion road bonds in an amount not to exceed five million dollars ($5,000,000) (the "Bonds") for the purpose of paying the cost of constructing and maintaining City roads; said Bonds to be due and payable in not to exceed twenty (20) years from the date of the Bonds, to be payable solely from said one-quarter percent (14) sales and use tax, which tax shall be pledged to the payment thereof? The voting at the Election shall be by ballot in the form set forth above, which ballots will be furnished by the County Clerk of Uintah County to the election officials offi-cials who, in turn, will furnish them to the qualified voters. In addition, voters may vote by absentee ballot at this Election under circumstances and procedures which comply with the requirements pertaining to the general election to be held at the same time as the Election. For purposes of this Election, the City Council shall insure that the polling places for the Election are the same as the polling places for the regular general election held on said date. The polls will be open from 7:00 a.m. to 8:00 p.m. There will be no special registration of voters for the Election, and the official register last made or revised shall constitute the register for such election except that the County Clerk of Uintah County will register as provided by law at hisher office during regular office hours, except Saturday, Sunday and holidays, and except ex-cept during the 19-day period immediately preceding the Election, any person who is or will be eighteen years of age or older and who otherwise will be a qualified elector on the day of Election. The County Clerk will make available at the polling places, a registration list or copy thereof listing all registered electors entitled to use such voting places. Absentee ballots may be obtained by any person otherwise eligible to vote at the Election but who (a) is physically, emotionally, or mentally impaired; (b) will be serving on the day of the election as an election judge in another voting precinct; (c) is detained or incarcerated in a jail or prison; (d) suffers a legal disability; (e) is prevented from voting in a particular location because of religipujenets or personal person-al values; (0 if called' Tor jury duty in state or federal court; or (g) expects to be temporarily absent from the voting precinct on the day of the Election, by making application in the manner and time provided by law, either by mail or fax or in person per-son at the office of the County Clerk in the Uintah County Courthouse at 147 East Main in Vernal, Utah. This is a federally funded program designed to help eligible low income families pay a portion of their winter home heating bills. The HEAT Program 21, 1998 will begin Monday, Nov. 2nd for the Elderly and Disabled. The general public will be helped starting Monday, Nov. 16th. HEAT offers a one time payment for the heating season that runs from November to March. The amount paid depends on the type of fuel used, household size and income. The applicant appli-cant is responsible for paying any cost above Ihe HEAT payment. Applicants need to have personal identification, Social Security cards for everyone in the household house-hold 18 years and older, their most recent utility bills, proof of income during the past calendar month for all household members and also proof of medical bills paid during dur-ing the past calendar month, including receipts for prescriptions and over the counter medications. PUBLIC NOTICE REQUEST FOR COMMENTS I'SDA-KOREST SERVICE-ASHLEY NATIONAL FOREST FLAMING GORGE RANGER DISTRICT DAGGETT COUNTY, UTAH SOLS CANYON PIPELINE EXTENSION The Flaming Gorge Ranger District of the Ashley National Forest has received a request from the Sheep Creek Irrigation Ir-rigation Company to extend ex-tend the irrigation pipeline from the upper end of Sols Canyon for a distance of approximately one mile. The present use of Ihe natural drainage for irrigation water transmission transmis-sion in the lower end of Sols Canyon is resulting in water loss to ground water sources. The pipeline extension is proposed pro-posed to reduce the water loss. Currently, there is about 3,000 feet of pipeline that is used for water transmission trans-mission in Sols Canyon. The pipeline begins at Ihe outlet of Long Park Dam which is about 10 miles southwest of Manila, Utah and termintes at a water dissipater some half mile below the dam. The pipeline extension would result in approximately 1.5 miles of pipeline in Sols Canyon with a new terminus just above the National Forest boundary. The proposed pipeline would be installed in Ihe Sols Canyon Road adjacent adja-cent to the Town of Manila Mani-la Water Line. Construction Construc-tion measures would be employed to prevent damage dam-age or potential impacts to the Town of Manila Water Line. Special high density polyethylene pipe is planned thai would minimize future maintenance mainte-nance concerns. The Forest Service is requesting re-questing comments on the proposed pipeline extension exten-sion project.
