Show PUBLIC NOTICE SSBG (Social Services Block Grant) APPLICATIONS BEING ACCEPTED The Five County Association of Governments is accepting applications applica-tions for fiscal year 2000 (July 1 , 1999 through June 30, 2000) SSBG (Social Services Block Grant) Discretionary funds for Southwestern Utah based upon the premise these Discretionary dollars will be available for allocation. SUMMARY: The following public land in Garfield County. Utah has been examined and found suitable for classification for lease or conveyance to Garfield County under the provisions of the R&PP Act, as amended (43 U.S.C 869 et seg.): Salt Lake Meridian, Utah, T. 34 S., R. 5 W., Sec. 30, SE14NE14NE14, NE14SE14 NE14, containing 20 acres. Garfield County proposes to use the land for a public safety facility; i.e., law enforcement complex. The land is not needed for Federal purposes. pur-poses. Lease or conveyance is consistent con-sistent with current Bureau of Land Management land use planning and would be in the public interest. The leasepatent, when issued, will be subject to the following terms, conditions and reservations: 1. Provisions of the R&PP Act and to all applicable regulations of the Secretary of the Interior. 2. All minerals shall be reserved to the United States, together with the right to prospect for, mine, and remove the minerals. 3. A right-of way for ditches and canals constructed by the authority of the United States (Act of August 30. 1890, 26 Stat. 391; 43 U.S.C. 945) 4. Those rights for power transmission line purposes granted to Garkane Power Association by right-of-way No. UTU-52866. 5. All other valid existing rights. 6. The leaseepatentee assumes all liability for and shall defend, indemnify, and save harmless the United States and its officers, agents, representatives,- and employees em-ployees (hereinafter referred to as the "United States), from all claims, loss, damage, actions, causes of action, expense, and liability resulting result-ing from, brought for, or on account ac-count of, any personal injury, threat of personal injury, or property damage dam-age received or sustained by any person or persons (including the patentee's employees) or attributable attribut-able to: (a) the concurrent, contributory, contribu-tory, or partial fault, failure, or negligence of the United States, or (b) the sole fault, failure, or negli- , gence of the United States. 7. Title shall revert to the United States upon a finding, after notice and opportunity for a hearing, hear-ing, that the patentee nas not substantially sub-stantially developed the lands in accordance with the approved plan of development on or before the date five years after the date of conveyance. con-veyance. Publication of this notice in the Federal Register on March 25, 1999 segregated the land from all forms of appropriation under the public land laws, including the general mining laws, except for lease or conveyance under the R&PP Act and leasing under the mineral leasing leas-ing laws. CLASSIFICATION COMMENTS: COM-MENTS: Interested parties may submit comments involving the suitability of the land for a public service facility. Comments on the classification are restricted to whether the land is physically suited for the proposal, wnether the . use will maximize the future use or . uses of the land, whether the use is consistent with local planning and zoning, or if the use is consistent with State and Federal programs. APPLICATION COMMENTS: Interested parties may submit comments regarding the specific use proposed in the application and plan of development, wnether the Bureau of Lanrf Management followed proper administrative procedures in reaching the decision, or any other factor not directly related to the suitability of the land for a public service facility. Any adverse comments com-ments will be reviewed by the Utah State Director who may vacate or modify this realty action and issue a final determination.
