The Wool Growers' Proctectlve Association Asso-ciation of Sanpete County met In John Lowry'g Hall yesterday afternoon. Delegates Dele-gates were present from all parts of the eonnty. They elected the present officers offi-cers for the term of one year, and adopted the following constitution and by-laws: PREAMBLE. For the purpose of protecting the Industry In-dustry of wool growing In this territory' for the purpose of protecting the rights of persons engaged in this industry; for the purpose of maintaining the vested rights in the use of the common range which have been acquired by the wool-growers; wool-growers; for the purpose of protecting ourselves against the enactment of laws which are designed to destroy our rights and crush our business; and for the purpose of preventing the spread of a public sentiment hostile to us and our welfare; we, the undersigned wool-growers wool-growers an dealers in wool in the County of Sanpete, Utah Territory, do uake, ordain, and establish this Constitution Con-stitution for ourselves as an associate body. Article 1 The name of this a?socla-t a?socla-t shall be Sanpete County Wool Growers' Proctectlve Association. Article 2. BS LAWS. Sec. l.-It shall bo the duty of the president to preside at all meetings of the association or of the eioetnive committee. com-mittee. Ha shall al o perform such others dnlies as may be required of hltn by the laws of the association. He shall te ex-ofncio a member of the executive ex-ecutive committee. Sec. 2 It shall be the duty' of the vice-president to assist the president. In the performance of his duties, or in case of the absence or inability to act, of the president, the vice-president shall preside at the meetings and perform all dntles required of the president. Ho shall be, ex-officio, a momber of the ex. ecutive committee. Sec. S. It shall be the duty of the secretary to record in a proper book all all the proseedlngs of the association and of the executive committee. He shall write out the minutes of each meeting, previous to the succeeding suc-ceeding one, so that the same may be read thereat. He shall also notify not-ify members of their election, carry on the correspondence of the association, associa-tion, keep all its papers and books except ex-cept those of the treasurer, collect all bills and assessments from the mem" bers, and pay over the amounts collected to the treasurer, taking his receipt therefor; make a report of all the doings do-ings and acts of the execntlve committee, commit-tee, at each regular meeting; and shall also perform such other acts as may be required of him by the laws of the association. asso-ciation. Sec. 4. -It shall be the duty of the treasurer to receive from the secretary all monies collected, and to give a receipt re-ceipt to that officer for the same. He shall pay out money only npon warrant war-rant issued by the secretary and countersigned coun-tersigned by the president, or upon warrants Issued by four members of the executive committee as hereinafter provided for. He shall keep an accurate account of all the receipts and disbursements, dis-bursements, and at the regular meetings meet-ings of the associations, he shall give a detailed statement of all the financial transactions of the association and of the exeontive committee. All damages of whatsoever kind or nature, wrongs, indignities, extortion extor-tion or oppression done to, or suffered by any member of this association saall be forthwith reported by the sufferer to any member of this committee, who shall immediately call in three other members of the committee to his assistance. as-sistance. The four members shall then examine Into the cause of the com" plaint, and if in their judgment a' wrong has been committed to the complaining com-plaining member, they shall forthwith take steps to right the wrong, and shall have the power to commence a suit at law for that purpose, and to employ counsel for that purpose; or to defend a member in law suits brought against him wrongfully and to employ counsel for that purpose; and for carrying on and maintaining such suits, and for the payment of counsel, the four members mem-bers of this committee shall draw warrants war-rants on the treasurer for the necessary funds, which said warrants must state the objects for which the funds are needed and shall be signed by the four members issuing the warrant. See. 6. Each member of the association associa-tion who shall join during the year 1892 shall pay an initiation fee of one dollar, dol-lar, and all persons joining this association associa-tion after January 1, 1893, shall pay an initiation fee of two dollars. Every member of this association shall pay as yearly dues, five 'dollars provided he is not a sheep owner; but all members who are wool growers, shall pay as yearly dues one dollar for every one thousand sheep or fraction thereof-which thereof-which he may own. The yearly dues shall in all cases be paid during the fiscal year. The fiscal year shall be Identical with the calendar year, commencing com-mencing January 1st, and ending December De-cember 31st. Any member who shall fail to pay his yearly dues as above provided shall forfeit all rights to the protection offered by this association. Sec. 7. The secretary and treasurer shall give bonds with two good and sufficient sureties, the eligibility of whom shall be In accordance with the laws of the territory of Utah, to the president, which bonds shall be subject to his approval; the secretary in the 1'iy kin'l, a d to make a common canse of any injury or injustice inflicted upon a me nber; to protect the rights of the wool grower ia the use of the range, the watercourses and springs; and in hi8 right to the use of tbe pnblic highways; to provide a fnnd that can be used any time to defend a member in his rights or tc prosecute to a final determination -nits in the courts of law, for any injustice in-justice which may be committed on a member of this association. Article 3 All persons who are engaged en-gaged in the business of sheep raising and wool growing, and all persons who are engaged in handling the wool clip of the territory, shall be eligible to bold any office therein. Article 1 The officers of this association associ-ation shall be a president, vioe-presl. dent, secretary and treasurer, and an executive committee. Artiele 5. The executive committee shall consist of seven members; the president, vice president, secretary and treasurer shall be ex-ofilcio members of this committee. Article 6. At the first regular meeting meet-ing of this association oa the third Monday in July, A. )., 1S92, the officers shall be elected by a majority vote of the members present, each member being be-ing entitled to but one vote. The term of office shall be one year, and until their successors are duly elected and qualified. Article 7. In case of a vacancy in any office, the executive committee shall be empowered to fill the office by appointment ap-pointment until the next general eleo. tion. Article 8. All applications for membership mem-bership shall be in writing and presented pre-sented at any meeting of the executive committee, when a vote on the admission admis-sion of the applicant shall be taken. If a majority of tbe members present vote for bis admission, the applicant shall be declared elected, and he shall be notified no-tified of his election by tbe secretary, and shall be immediately entitled to membership. Article 9. All voting for the admission admis-sion of members, or for the election of officers shall be by ballot. Article 10,-The regular meetings of this association shall be held annually on the third Monday in July. Tbe first annual meeting shall be held at Mantl, the second at Mt. The regular meetings of this association shall be held as provi. ded in the constitution. Special meetings meet-ings of this association may be called at any time by the president, at his discretion, dis-cretion, or ou the writteu request of not less than five members of the association. asso-ciation. At any regular or special meeting members shall constitute a quorum to do business. Sec. 9. At all meetings of the association, asso-ciation, the order of business shall bo as follows: 1. Unfinished business. . 8. New business. 9. Election of offioers. 10. Miscellaneous. 11. Adjournment. Sec. 10. On or before the loth day of May tbe secretary shall notify each ately thereafter at the above named places. The regular annual eleotion ot officers shall be held at the annual meeting.
