Show and fittings. The materials and the installation in-stallation shall be two separate and distinct bids and the contractor can bid either or both. Proposal forms, plans and specifications are on file in the office of the City Engineer at 40 North 100 East, and the City Office at 43 North 300 West, Cedar City, Utah, where they may be reviewed by prospective bidders. Specifications, proposal forms, and plans may be obtained only at the above offices upon payment of a fee of $15.00, a portion of which will be refunded on return of same, ($10). Each bidder must submit a bid bond from an approved surety company; or in lieu thereof, cash, certified cer-tified check, or cashier's check for not less than 5 percent of the total amount of the bid, made payable to the Cedar City Corporation as evidence of good faith and a guarantee that if awarded the contract, the bidder will execute the contract and bonds as required.
