O'Day contends that the umpire on the bases is in a better position to detect balks, especially in following knee motions, mo-tions, which the man behind the plate is unable to see. Mr. Heydier thinks the suggestion a good oiit-, but says it is too late this year to consider a change in the rules, which specifically provide that ' the umpire behind be-hind the plate must call balks. This question, however, may be brought up if a meeting of the rules committee is held next winter. |
