Senator Blair, from the Committee on Education and Labor, La-bor, has reported favorably Frye's bill to provide for the appointment by the President Presi-dent of a commission of five persons to investigate in-vestigate the alcoholic liquor traffic. It provides . that members of the commission shall be selected solely with .reference to Jrsonal. fitnewsrml saeity for honest, impartial and thorough ' investigation. It stipulates that ". all of : them shall not be advocates of prohibitory legislation or of total abstinence; imd that they shall serve without salary. Their duties shall be to investigate ithe alcoholic-1 liquor traffic; its relation to revenue and taxation, taxa-tion, :- and " its general economic, criminal, crim-inal, moral and scientific.; aspects in connection with pauperism, crimes, social value, public health and the general welfare of the people; to inquire and take testimony as to the practioal results of license and prohibitory legislation for the prevention of intemperance in the several States, and to report the result of their investigations to the President, to be by him transmitted to Congress. It appropriates $10,000 for the expenses of the investigation. |
