Show NSL files protest against Btfl. for Overstepping5 boundary of W annexation -4 , By JUDY JENSEN NORTH SALTLAKE City Council members unanimously approved a motion to file a formal protest to the annexation proposed ; by Bountiful of property surround-' surround-' ing North Salt Lake. Stating that Bountiful will be ! penetrating already existing North Salt Lake City boundaries if the annexation is allowed, Councilman Council-man Kenneth Millard made the motion to file a protest with the ; Davis County Boundary Commission. Commis-sion. a North Salt Lake Mayor Jake Simmons told the council he was ; concerned for the residents in the j area being considered for annexa- tion. "As you analyze it there is no - way Bountiful can service that area j property. It takes our fire depart-: depart-: ment two minutes to respond to an j emergency in that area and it will i take Bountiful eight minutes." 3 Mayor Simmons said he was up- set about remarks from Bountiful j City Manager Tom Hardy who had accused the city of only annexing property for financial gain. "When Winegars came into North Salt Lake it was by their choice," he said, and added that the decision by Winegars to annex to North Salt Lake was made "partly because be-cause Bountiful could not guarantee guaran-tee Winegar's Bountiful Power for several years." According to Mayor Simmons, North Salt Lake has also received petitions for annexation. "We have a petition signed by people as far north as 2600 South, asking to join the city." He added that the city had received calls from many residents living in the area of the proposed annexation. "They are complaining that they have never been contacted and wonder if in fact 70 percent of the residents have been contacted." One Bountiful resident attending the city council meeting said he felt that the people who should be concerned con-cerned about the annexation are the current residents of Bountiful. "When our city takes on these people peo-ple our taxes will go up," he said. The State of Utah enacted legislation legis-lation in 1979 requiring all municipalities munici-palities to adopt an annexation policy declaration as a condition precedent to annexing unincorporated unincorpo-rated territory having more than five acres. The North Salt Lake Annexation Policy Declaration which was filed in October 1979," established the boundaries of the territory that North Salt Lake chose to annex. That declaration includes property north to 2600 South. According to Mayor Simmons, since that document was filed Bountiful has annexed property within the North Salt Lake's proposed prop-osed area, "including some major businesses that had not been built when we declared." He said he would like to be able to resolve the difference without taking formal action. Mayor Simmons has sent a letter to Bountiful Mayor Dean Stahle requesting re-questing that Bountiful review their current proposal and reevaluate re-evaluate their decision to annex portions of the property. - Proposed Val Verda annexation draws protest from North Salt Lake. |
