Show WASHINGTON. A war department depart-ment spokesman said today there were no restrictions on the public utterances of reserve officers not on duty. In peace time, he said, a reserve re-serve officer is a civilian. He loses none of the privileges of a civilian because of his potential military status. A reserve officer who goes on active ac-tive duty, however, ceases to be a civilian. Like officers of the regular regu-lar army, he is not supposed publicly to oppose the course of the secretary secre-tary of war or the administration generaly. |
