Show SECOND REGISTRATION DAY JULY 1, 1941. In addition, the registration1 card will have space for recording of a mail address. This may be-the be-the same as the place of residence or it may be another address! where the registrant would receive re-ceive his mail more readily. Pointing out that new Selective Service Regulations prescribe that there will be two places for addresses ad-dresses on the registration card,, Major Rich said: "This new' procedure is expected expect-ed to be a big improvement over that followed in the first registration regis-tration when only one space vas allowed on the registration card for an address because the description des-cription of the place of residence which fixes local board jurisdiction jurisdic-tion for once and all is never changed while the mailing address is subject to change whenever the registrant moves." The Regulations, Major Rich pointed out, provides: 'The registrant reg-istrant shall be permitted to determine de-termine what place he desire3 to .give ag his residence when he is not located in one place all of the time. The registrar shall make no effort to dictate or interfere with this choice." Ther is no change .in the provision pro-vision that permits a local board of original jurisdiction, as determined deter-mined by the place of residence given by the registrant, f'-om transfering a man's papers to another an-other local board for the purpose of having that board classify, physically examine, or induct the registrant, Major Rich assorted. He emphasized that such trans-feres trans-feres do not disturb the jurisdiction jurisdic-tion of the original board however. how-ever. Local Boards and examining physicians should be congratulated congratulat-ed on the excellent work being done in selecting registrants for induction.
