It is reported that j virtually all the machinery and en- gines of the twenty-three German j steamers lying in Philippine ports j have been damaged by their crews, j Seventeen of these vessels are it- terned at Manila, three at Oebu and ! three at Zamboanga. j The damage in some cases ?s sail j to have been done thirty-six hours I before the first report of the break in the relations between the VJnitd j States and Germany.
