The note was cabled to Charge Grew at Berlin on November 29, the day Ambassador Gerard discussed the subject with President Wilson, with instructions that he read it personally to the German chancellor. A decision to protest formally against the treatment of the Belgians followed unsuccessful informal efforts by Charge Grew under instructions that he say informally to the Berlin foreign office that the deportations were having a most unfavorable effeel upon, neutrals, particularly the United States. The charge was informed in reply that the policy was adopted as military necessity and that Germany regarded it as legal. |
