Show Survey work to map resort access an axe or machete, but this is expected ex-pected to be only done on an occasional oc-casional basis and only when absolutely ab-solutely necessary. There is some concern regarding helicopter use and disturbance to the peregrine falcon aerie located along the Wasatch Front above Provo. The peregrine falcon has been included on the federal list of threatened and endangered species and. as such, requires special consideration. The aerie is currently occupied by two mature adults and possibly a number of unhatched eggs. Dennis Shirley of the Utah State Division of Wildlife Resources was contacted regarding this issue. . Dennis' recommendation was to not allow helicopter flights in the proposed area until July 1 He felt that this restriction is necessary in order to adequately protect the birds from any possibility of disturbance. In consideration of this concern, helicopter use was restricted to the period of July 1, 19H9 to April 1, 1990 in the special use permit. The permit also stipulates that the Pleasant Grove District Ranger will be notified in advance of all helicopter flights. This action conforms with Forest Service policy and regulations and the objectives and direction given in the Uinta National Forest Land and Resources Management Plan. The potential impacts to the threatened and endangered species i peregrine falcon) have been addressed ad-dressed and resolved in such a way that they won't be impacted by the proposal. No l'loodplains or wetlands will be impacted. Implementation of this decision may take place immediately: im-mediately: This action does not approve or imply approval of the construction of any form of mountain access transportation system. It only allows the gathering of engineering survey data that can be used for the analysis and design of a proposed transportation system. This decision is appealable in accordance with Secretary of Agriculture Appeal Regulation 36 CFR 217. A notice of appeal must be filed with the Forest Supervisor, Uinta National Forest, 88 W. 100 North, Provo, Utah 84601, with a copy simultaneously sent to District Ranger Robert R. Easton, Pleasant Grove Ranger District, 390 N. 100 East, P.O. Box 228, Pleasant Grove, Utah 84062. The notice of appeal must also include the information described in 36 CFR 251.90(b). The Pleasant Grove Ranger District of the Uinta National Forest proposes to issue a Special Use Permit to McNeil Engineering Inc. of Salt Lake City for the purpose pur-pose of surveying a possible location of a mountain access route for the proposed Seven Peaks Resort development. The area relating to this activity consists of a corridor of land within Sections 4 and 5. T7S. R3K. Salt Lake Meridian. On May 2. McNeil Engineering Inc. applied for a Special Use Permit that would enable them to collect engineering data in the proposed mountain access corridor which had been surveyed previously by contractors for the proposed Heritage Mountain Resort. A re-survey re-survey of this corridor is needed by the Seven Peaks Resort in order to provide more accurate engineering data to the funicular contractor. Proposed operations consist of use of standard four-wheel drive vehicles on existing forest roads, use of a helicopter to transport people and equipment to Maple Flat and the actual surveying work to be done with theodolites and electronic distance meters. Some minor oak brush cutting might have to be done to clear a line of sight for some of the theodolite shots but this would be minimal since the corridor had been previously brushed during the original survey work. The potential impacts for the proposed use are very small. No road building or excavation is proposed so there would be no ground disturbance. Some scrub oak trees would he trimmed using |
