OCTOBER 13, 1977 Exploring Turkey Shoot Set for Moroni, Utah on October 29 An Exploring turkey shoot, sponsered annually by the Utah National Parks council and hosted by Moroni will be held on October 29th at the Moroni Trap Shooting Range. Explorers and their ad-visers will be coming from all over the state to compete against each other. Prizes of frozen turkies will be awarded to the high scorers. A fee of $1.50 will be charged per shoot, a shoot consesting of five shots. Explorers are encouraged to preregister with the counsel office, however there will be registration at the range. Explorers planning to participate in the shoot need to have with them their own shotgun (any gauge), with own shells if desired. Low brass shells may be purchased at the range. An Explorer must be registered with the Boy Scouts and have a parent release form. Lunch will be sold at the range, by the Moroni Posts. Friedheim Executive Vice President and General Manager, American Newspaper Publishers Association In America, each of us holds freedom al-ways in our hands. We have done so since our founding. We do so today. We are determined to pass freedom along to future generations. It is important to remember that a free press and a free society are inseparable. A free press is a free people's first bulwark against tyranny. A free press protects the personal freedoms we all cherish. Without the light of free and open public communication, government can move unhindered along paths to increased abridge-ments of personal freedoms. In America, we hold in our hands not only our own freedom, but in large measure that of the whole free world as well. Freedom loving people everywhere strive to achieve the uni-que breadth of freedom we enjoy in America. Yet, barely 35 of the world's population lives today in free societies with access to a free flow of information. Freedom cannot be achieved or sustained without free communications. Conversely, a strong public desire for freedom in a single country could not long survive as an island in a world of totalitarianism. Although all govern-ments talk of freedom, most would use their powers if they could to strengthen themselves often in the name of defending the people. Such actions preempt the freedom of the peo-ple. Today, concepts of freedom are under at-tack, and the free press is denied access to in-formation in many countries. The challenge has been stated by Soviet journalists: "The Constitution of the U.S.S.R. pro-vides both freedom of speech and freedom of the press, which are ensured in practice by putting the workers and their organizations in charge not only of the supply of paper and the use of print-ing plants, but of publishing works, newspapers, periodicals, radio stations and television transmitters." True enough! All are controlled by the Communist Party, the State. It is not the kind of freedom we cherish in America. Today, the leaders in many countries are choosing bet-ween these differing definitions of "freedom." In America, we enjoy press freedom. The world issue seems remote. It is not. America's is the leading light of freedom in the world. Hatch Youth Differential In a statement in-troducing his economic package for the nation, President Carter said, "High unemployment is morally unacceptable. . ." Yet during his administra-- . tion the unemployment spiral continues upward with no apparent relief in sight. At the same time the Carter forces in Congress are pushing for an increase in the minimum wage action which the Secretary of Labor, himself, says will increase unemploy-ment. The United States Chamber of Commerce Chief Economist, in testimony before the Senate Human Resources Subcommittee on Labor, said, "830,000 people will immediately lose their jobs if the minimum wage is raised from S2.30 to $2.65 an hour. And if the Carter plan is followed through 1980, it will cost the nation 3.4 million jobs mostly young people." Youth unemployment has remained stubbornly above 15 percent for the past three years, and in Utah the youth unemploy-ment rate is estimated at 16.5 percent. Nationally, among black young people unemployment averages over 40 percent and in isolated areas figures of 60 and 70 percent are not un-common. One proposal to offset the inevitable unemploy-ment that will come as a result of the increased minimum wage is a "youth differential," more com-monly called a wage. This program would allow business to hire young people for a short period of time at less than the minimum wage so they could be trained to do their jobs at a level that would justify the minimum wage. To protect the youngsters, businesses would be close-ly monitored to prevent work-forc- e turnovers with strict penalties for those who abuse young people to gain windfall profits. Everyone who earns a minimum wage would like to earn more. Everyone wants to get ahead. But there is false economy in this minimum wage in-crease because some people are going to lose their jobs, and our youth will be denied work ex-periences which are so valuable for their future lives. A youth differential e of many steps that must be taken to help young people get lasting jobs in the U.S. marketplace. Establishment of a R-- (Residental Multiple zone) which would be located in the central part of the city. All other areas would be designated S D (single dwelling) and multiple dwellings would not be a per-mitted use in these other zones except owner occupied duplexes. 3. Provision to allow for owner occupied duplexes in the S D Zones as a special use per-mit. This would require all requests for duplexes to be reviewedatapublichearing. 4.
