UTAH Recreation Lagoon Trip Is Being Planned Plans are underway for the Recreation Department to sponsor a Lagoon Trip on Aug. 3 (Tuesday). Kids from the 5th grade and up are invited to participate, inose under the 5th grade are welcome if ac-companied by a parent. Cost of the days activities will be $5.00. This includes the bus ride and an all day pass while at at the. resort. Participants will be responsible for their own lunch. So kids should plan on bringing their own sack lunch or money to eat while there. Parents who wish to ac-company their child but who do not wish to participate on the rides may accompany the group for the cost of the bus ride $1.50. Plans call for the bus or buses to leave the Park area just west of the swimming pool at noon, and would return at 10 p.m. Registration forms will be available at the Swimming Pool Office for those wishing to sign up. Registration fee must be paid at the time of registration. The last day registration will be accepted will be August 2. There are 70 places per bus and they will be filled on a first come first served basis. If demand merits it a second bus can be arranged Dispatcher Tells Police Dept. July Activity by Faye Little, Dispatcher The ingenious work of the policemen in the popular TV series "Police Story" and the smark thinking of the agents with the "F.B.I.A" have no monopoly on the crime scene. Pleasant Grove had a variety of crimes in the last couple of weeks. Our officers assisted in the apprehension of a homicide suspect involved in two deaths in the Provo-OLre-areas. This week they are working to close a case on an armed robbery here in Pleasant Grove. On the 25th of July at ap-proximately 9 p.m. two sub-jects entered the Ferg's Gas Station on State Street in Pleasant Grove. Both were wearing stocking masks and were carrying guns. At gun-- point they demanded from the attendant the money in the register till. The suspects were driving a yellow and black auto, deter-mined to be either a Plymouth or a Dodge. One suspect is described to be approximately 5 ft. 8 in. and 140 lbs., dark complexion and dressed in a western shirt and levis. The other suspect is 6 ft. and 170 lbs. with dark complexion and dark hari, also with a mustache. If anyone sees or has contact with either of these two subjects, please contact the Pleasant Grove Police Dept. at Home Burglarized The Walter Reimschussel home was burglarized on July 21. The burglar entered the house while the family was away on vacation. The side door under their carport had been kicked in, revealing the entry of the intruder. The Reimschussels reported that they are missing, a Lloyd clock radio, valued at $70.00, a Yashita 8 movie camera valued at $200.00 and a Kodak 35 mm camera valued at $50.00. Recently we have received many reports of bicycle thefts. Several of these were located up at the swimming pool. After speaking to the victims of these thefts we have learned that many bike thefts result in the failure to secure a bike. Cropper for a two family dwelling at 295 East 300 South. 7:45 The request of Mr. Richard Clark for a duplex addition to a presently existing duplex structure located at 430 North 200 East. 8:00 The request of Paul Giles for construction of a green house at 40 South 1400 East. City Code provides in this area for nuseries and temporary stands for sale of fruit and agricultural products raised on the premises. The city code does not specifically refer to greenhouses and the Planning Commission will hold a public hearing to determine if this use is allowable in this zone and to establish certain conditions on this use if necessary. The Board of Directors of the North Utah County Water Conservancy JJistrict in a meeting on the 22nd of July announced the reduction of the tax levy by 40 percent. This area includes the north end of Utah Copunty to the Jordan river. It was the opinion of the board due to the increased appraisal of property value, that it was unfair to taxpayers to continue their property tax at 1 mill. It was therefore decided to reduce this levy to .6 of a mill. These monies derived trom tax revenues are used to repay the Farmers Home Ad-ministration the the Water Resource Board of loans ex-tended to construct Dry Creek, Grove Creek, Battle Creek" and Tibbie Fork Debris Basins and Silver Lake Flat Reservoir. Sewer Problems and Plans Discussed at Meeting Tuesday (Continued from page 1) year. The problem of raw sewage going to the lake during power failures was noted. The problem of hydralic overload is compounded by the water which gets into the system through infiltration. Mr. Wimmer observed that with the purchase of the T.V. and sealer unit that the problem of infiltration through broken pipe and leaking joints will be solved. The c'ity is presently making application to the E.P.A. to do the necessary sealing work. When .approved the E.P.A. grant will provide 75 percent of the financing of the project and part of these monies will be paid to recover the initial in-vestment in the equipment. The various alternatives for wastewater treatment were explained as follows: Alternate NO. existing plant and add activitated sludge-nitrificatio- n filtration and chlorine contact. The ac-tivitated sludge would be required to be added to be able to produce Class "C" water. The capital cost for this alternative would be $5,391,000and the total annual local costs indues repayment of bonds, interest, operation and maintenance, would be $363,000. The increased operations costs are due to 24 hour maintenance by an operator, maintenance of additional equipment required to produce the necessary water quality. Alternate No. existing plant and add filtration-activiat- ed carbon arid chlorine contact. This would satisfy the city's need for 20 years or a population of 12,000. Capital costs $3,483.00 total annual local costs $372,000 Alternative No. existing plant and add chemical treatment, filtration and chlorine contact. The capital costs for this alter-native is estimated to be $3j925000 and the total annual local costs would be $312,000. Alternate No. existing plant and construct an oxidation ditch operation with i filtration. Capital costs for this type of plant is $4,452,000 and the total annual total costs would $292,000. Alternate No. existing plant and ' in cooperation with American Fork,- - Lehi, and Alpine con-struct a regional oxidation system with filtration. ICapital costs on this proposal would be $3,680,000 for Pleasant Grove and the total annual local cost for Pleasant Grove would be $196,000. Mr. Wimmer noted that the lest capital cost alternative is No2 but that the most economical to operate would be alternate No.5. The citizens and council discussed .the various alter-natives and costs. It was noted that the proposed timetable would be to have the plant in operation by early 1979. con-cerns of management of the regional district plant was discussed. The problem of possible county control of the district and the forcing of undesirable conditions upon the district by the county and E.P.A. were seen as possible disadvantages to a regional plant. Mr. Wimmer expressed his opinion that if the proper management arrangement is made there will not be things forced upon the district which are not desired by the district. The question was asked the why cities are not including the unincorporated areas in the district. Mayor Haynie ex-plained that the purpose of not having these areas represented on the district organizational committee is to provide for better control over these areas to provide for proper growth in these areas Mayor Haynie also explained how the Timpanogos Planning Association was created and how it operates as the entity created by the four cities to pursue study of the various area wide wastewater facility alternatives. Each of the councilman present were asked to comment on their feelings about the various alternatives for Pleasant Grove. Councilman Huntsman felt that he would be in favor of a regional plant if when the unicorporated areas came into the district they paid their fair share. Councilman Mills expressed opposition to, the creation of a special service j district and a regional plan and voted for alternate No. 4 because he cannot be assured that the regional costs would be less than going alone and because of the potential problems in managing the regional district. Councilman Atwood indicated that being new on the council he does not feel he has sufficient in-formation to make a final decision but based on the in-formation he had reveived he favored alternate No. 5 if the control of the district by the cities is provided. Councilman Bezzant expressed support for the regional plant if the proper control can be retained by the cities and district. He noted that he would be oppossed to the regional plan if it adversly effects the implementation of the county development plan and lends itself to urban sprawl in the unicorporated areas. Mayor Haynie expressed concern with the organization and management of a regional' district but indicated he felt that the regional plan is most cost effective and would cost the city residents less than maintaining or expanding the present plant. He also noted that if the decision is made to go regional and the new plant is constructed he will not go back to the people subseauently iJ another bond election to meet even more strict water quality standards. The council authorized the city representatives to the Timpanogos Planning Association to proceed with plans for an area regional plant and join the, service district subject to protection to the citizens against the concerns expressed earlier. Tne engineer was askea to contact the E.P.A. office to determine if the regional plant plan doesnot pass if the city would be funded to construct its own plant. NOTIii of PUBLIC HEARING (Board of Adjustments) The Pleasant Grove Board of Adjustments will meet Wednesday, August 4, 1976 beginning at 7:00 p.m. in the city hall to review and decide on the following requests for variances to the city code. 7:00 The request of Mr.Paul Batchelor to be able to con-struct a covered carport onto his home located at 970 North 200 West. This structure would extend to within 2 feet of property line. City code requires a sideyard of 8 feet and Mr. Batchelor is requesting a variance to this provision. 7:15 The request of Bond Bonham to extend a carport shelter three feet into the required front yard setback at 625 Turley Avenue. City code requires an unobstructed ten foot setback in the mobile home subdivision. Variance to this requirement is being requested. 7:30 The request of Carl Baldwin for a four to five foot variance to the rear yard requirement for his lot located in the Timp Ridge Subdivision 1625 East 480 South. City or-dinance requires a 25 foot rear yard. 7:45 The request of Arden Kitchen to be able to construct a ten foot chainlink fence around a proposed tennis court which fence will come within ten feet of property line. The building code provides for only a six foot fence and a variance to this ordinance is being requested. 8:00 The request of Neil Armitstead for a side yard variance of one foot on the northeast corner of his home. City code requires eight feet minimum and the proposed garage extends to within seven feet of property line.
