Show 4-Plexes Proposed for Lowell Hillside Plans were presented last Wednesday to the planning commission for three four-plex housing units adjacent to the 10-lot North Star subdivision on the hillside above Lowell Avenue. According to architect Ted Warr, who presented the plans with engineer Jack Johnson, the three structures called the North Star North, will be designed to produce a "large mansion" effect in the Victorian style, with arch windows and possible stained glass windows. Johnson objected to requiring a second access to the project, maintaining that he wanted to avoid "cutting up the hillside." The commission and Preece agree that "the less cuts the better." Commissioner Roy Reynolds also requested that Warr consider a different site plan, since the uniform positioning of the buildings build-ings "appeared rigid." The commission will consider granting preliminary approval to the project next Wednesday. Warr explained that he had originally considered placing single sin-gle family or duplex homes on the site, but had decided with three large buildings instead of a number of smaller units because it "would have less effect environmentally." Under a new system of precedures being followed by the commission, City Planner David Preece presented the plans before Warr and Johnson spoke and gave his analysis and recommendations. recommen-dations. Preece recommended a soils and environmental analysis of the site due to the steepness of the terrain, as well as a landscaping plan, timetable, and more detailed detail-ed rendering of the plans.
