Show N national A ional af affairs f airs written lor for the part park record by PRANK FRANK P LITSCHERT the state and local tax burden is to bs be the next target ot of the farmers tarr ners of the united states according io a senator AT ar thur capper of kansas who generally I 1 knows whereof he speaks and whose sug gest lons ions for farmers are usually of the constructive type according to the kani sas senator who dwelt on the subject in a recent statement sta Lement a grassroots movement men is now being organized in the middle west which has for its purpose the relieving of some ol of the burden ol of tax which the farmer pays y 0 certainly here heie Is a movement in which we can a ail acquiesce high taxes do no form the only trouble which the farmer has but they add materially materi allf to his cost of production and they to come down our industrial prosperity has brought high wages in the city and this has resulted in higher wages and scarcity of 01 help on the larm farm there seems to be no immediate remedy tor for this difficulty although improved farming machinery will doubt doubtless lers solve this agricultural pro 1 blem in time but certainly som something thang can be done to reduce taxes As senator capper points out federal taxes have been reduced until the farm pays but little to the national government it Is the local tax which hits him federal taxes have been going down steadily tor for several years due to acono economy m Y and efficiency effi clency in the national government n but at the same time in most states and most localities the local taxes have been going up lip so thai the increase inc beasl there has more than wiped out th the a benefit to the little fellow from lower federal taxes during the last six years national taxes have been decreased and yet the national debt has been reduced nearly live billion dollars but during the same period the debts of local and state government have increased nearly three billions there is something wrong here of course the great increase has been in the local units of government and it Is to be noted that these units are self governing the demand has been for local public improvements tor for roads for or schools and other public buildings the people want these improvements and vote for them or at least tall fall to remonstrate against them and of course the bills have to be paid tho the farmer and the home owner in the city and town in other words those of us who have tangible property have to pay most of the bills the intangible property unless it pays a very low rate compared to real estate has a habit of eluding taxation altogether As real estate cannot be concealed or moved I 1 from the home community it has to bear the brunt of the burden all sorts ot of remedies have teen been proposed ased among them state income taxes excise ez lse taxes and special taxes on luxuries lui and non essentials such ss as tobacco and ana toilet goods but it is to be remembered teme roberal that one sure way to reduce the taxes tales is if to quit spending speeding so much money so long as the money Is raised and no avenues of at taxation are ara opened expenditures will be increased and the tax burden will grow heavier rather than lighter S 0 it would see seem m therefore ther etore that it might ace a an excellent ex cellen t thing for the local officials to 13 borrow an idea or two from the national government federal wes taxes have been i educed deduced because the federal government quit spending so much money economy and efficiency have been the watchword watch vord and they have brought results 01 course we will 1111 still have to have new roads new schools and new hospitals but ways can be lound found to check expenditures without interfering with the public good the federal government ern ment has done it and nobody Is suffering because of it the local governments ought at least make a try at it |
