Show CITY PRISONERS TO BE CLIPPED Men Sentenced to Ten Days in Jail Will Have Their Hair Cut Close to the Scalp No More ''Floaters" to be Issued by the Court. To Induce "undesirables' to move on ajid get out of the city, and to relievo re-lievo the city of the expense of feed- j lng them for a number of days In j the city Jail, Judge Murphy has heretofore here-tofore been in the habit of pronouncing pronounc-ing a suspended sentence of 90 or 99 dnys, but he has come to the conclusion con-clusion that It hardly meets the endJ of Justice. Many of the men who are given a "floater" sentence the name given In police court parlance to the suspended suspend-ed sentence do not appreciate It and they return within' a short time with the expectation that the same penalty will be meted out to them. Hereafter. It is' said by the judge, there will be no ' floaters'' handed out to the criminal element, except In rare cases, and It is also planned that the men sent to the cltv bastlle shall be put at hard labor. The streets of the city, the canyon road and boulevard boule-vard and many other places need repairing re-pairing and remodeling. On them these fellows can well earn their board and lodging while they are the guests of the city." Tho police court officials are now determined to make Ogden a very undesirable un-desirable place for the criminal element, ele-ment, and it is quite certain that here after, those who fall victims to the clutches of the law, will have something some-thing to do while they remain In vhe c;ty. It is also proposed that a mark of distinction be given tho men in the city ba.stIlo and, to begin with, the regulation will be that they all must have their hair closely clipped. That is, the men sentenced to ten days or more shall be clipped and they shall keep themselves reasonably clean. The hair clipping order will likely be kept In force until the cold weath-1 er sets In, when, It Is expected, some other Inexpensive plan of marking them will be adopted. The "clipping" nile was attempted to be enforced this morning, but most of the men rebelled, positively declaring declar-ing that they would not submit to the process. Some, however, were perfectly willing to have their hair clipped.
