That the officer of the National Guard Is entitled enti-tled lu the same consideration as the wearer- of shoulder-straps in the regular reg-ular army, is the decision of the At-1 . torneju General of. Utah. He has sent out a circular"1etter pointing out that the insignia t of rank of commissioned officers of the United Slates Is a prima facie guarantee that the wearer Is not only an officer, but that he Is also a scholar and a gentleman, and there are but few places where he is not cordially welcomed, and extended every courtesy. In the long run, however, how-ever, he must, by his personality, make the guarantee good.
