Show UNABLE TO USE BONO INCOME FOR BONUSES Allies Told U. S. Is Ready to Convert Debts Into Securities WASHINGTON, April 20 Allied governments to which the I nlted States government extended loans during dur-ing the world war hae been advised by the state department that the American Am-erican debt refunding commission is prepared to begin negotiations for conversion con-version of the various loans amounting amount-ing to eleven billion dollars Into long time securities Treasury officials, in making this known today, said the date of the Inauguration In-auguration of the refunding negotiations negotia-tions could not be determined until replies had been received from tho allied governments. Negotiations with Great Britain over the conversion of that nation's five billion dollar debt -are expected, however, to bo starten within the next few weeks. The debt commission, it was stated. Is as yet without advices as to how the foreign governments will treat with it in the funding negotiations. I nder the most favorable circumstances circum-stances treasury officials declared, it was not thought possible that BUfflc lent payments of interest could be obtained In time to provide funds for the soldiers bonus. Interest amounting to about 100. ciOO.OOO will become due from Gnat Britain in November, which In itself, it is stated, would bo Insufficient for bonus purposes. It also was said that such Interest if paid, probably would be needed for regular gov-i n ment expenditures |
