Japan Subscribes Big Sum to the U. S. Certificates WASHINGTON. April 19. In announcing; an-nouncing; today that the ninth biweekly bi-weekly offering of treasury certificates of indebtedness in anticipation of the Victory Liberty loan had been oversubscribed over-subscribed by nearly 30 per cent. Secretary Glass disclosed that a subscription sub-scription of $50,000,000 by the Japanese Jap-anese government had been reported from the New York federal reserve district.
