Show MEXICAN REBELS PLAN TO SET IIP (MENEM EL PASO. Tex., Dec. 29. Mexican revolutionists are working on a plan for unity of miliary commands and aims with thr first step the setting up of a de facto government, according to well defined reports reaching here today, Followers of Francisco Villa said he had been agreed upon as the military leader by revolutionists on the east coast of Mexico and by southern rebels The revolutionists, h w;i? said plan their fir.t military movement on the east coast, and their chief aim at present is to obtain control of the Mexican oil districts, where they would set up their de facto government General Gen-eral Manuel Palaei, who has control of the district outside what Carranza holds, has not yet agreed to the proposal pro-posal of the other revolutionists, but is said to have expressed willingness to consider It.
