Via Berne A state of siege has been proclaimed in Budapest, according to advices received re-ceived here. Deny Rumors BERNE. Aug. 9 An official Rumanian Ruman-ian statement declares that reports of excesses by Rumanian troops in Hungary Hun-gary are false, according to a dispatch received here from Bucharest. Entente's Approval GENEVA, Aug. 9 The inter-allied mission at Budapest, after a conference confer-ence with Archduke Joseph and Premier Pre-mier Friedrich, has forwarded to M. Clemenceau, president of the peace conference, a report to the effect that the entente representatives are in full accord with the new Hungarian government, gov-ernment, according to Vienna dis patches received here. Deny Report of Union PARIS. Aug. 9 The report that a union between Hungary and Rumania in the form of a dual kingdom was being planned has been formally denied, de-nied, a Berne dispatch received here today says; "A Rumanian bureau Is maintained at Heme and it is thought here that the denial may come from that source " Opposes Kingdom PARIS, Aug. 9 Former Emperor Charles of Austria -Hungary was be-Beeched be-Beeched bj Magyar patriots to mount the Hungarian throne when the fall oi the PeldU ministry was deti rmin d upon, according to a dispatch from Zurich. A Zurich dispatch receded Friday stated that King Ferdinand had arrived arriv-ed in Budapest Thursday, quoting a telegram received there from the Hungarian Hun-garian capital.
