Cummingfl. acting chairman of the Democratic national committee, in A formal statement tonight charged that the nation's selfish interests are seeking seek-ing to get control of tho government by electing a Republican congress next month, and asserted that the country will be appalled when It learns of the money used for the purpose Mr. Cummlngs said at a recent meeting of Kentucky Republicans at Louisville, .Chairman Hays of the Republican Re-publican national committee, said two additional dollars from the party's national na-tional fund will be provided for every dollar the state Republicans raised, and that later the stato Republican committeeman promised nn additional dollar. Letters said to have been sent to 1500 persons by the Republican national nation-al committee or May 11 Mr. Cummings added, asked for individual contributions contribu-tions of $1000 each to the general campaign cam-paign fund. Secretary Tumulty tonight made public a letter he has written at President Wilson's direction, to the Cuyahoga county Republican Re-publican committee at Cleveland, Ohio, in which he replies to protests against President Wilson's appeal to the country to return a Democratic congress con-gress by recalling quotations from utterances ut-terances by Colonel Roosevelt, former President Harrison, Senators Lodge and Penrose and former Senator For-aker For-aker in the campaign of 1898 at the close of the Spanish-American wr The Cuyahoga county committee telegraphed the White House taking issue with the president's statement. Secretary Tumulty, writing at the president's direction, simply commended com-mended the statements he quoted. Quotation From Roosevelt. The first quotation was from Colonel Col-onel Roosevelt, identified as Republican Repub-lican candidate for governor of New York in 189S. It said: "Remember that, whether you will or not, your votes this year will be viewed by the nations of Europe from ono standpoint only. They will draw no fine distinctions. A refusal to sustain the president this year will, in their eyes, be read as a refusal to sustain tho war and to sustain the efforts of our peace commission to securo the fruits of war. Such a refusal may not Inconceivably bring about a rupture! of tho peace negotiations. Mr. Haswell's denial which was in the form of a formal for-mal statement follows: "I was present at the meeting Chairman Chair-man Hays attending in Louisville. Mr. Hays mado no statement at all about any contributions nor has the Republican Repub-lican state committeemen mado any j such, statement as attributed to hlm." From Senator Lodge: "But thore is one question on which j 1 wish to say a few words and that seems to me to override all others. lt is whether wo shall stand by tho administration ad-ministration and tho president at this juncture.
