Show Ireland Slow in Raising Allotted ' 50,6D Volunteers DUBLIN, Oct. 1. (Correspondence of the Associated Press.) Ireland soon may become a "patchwork quill" of conscription districts and non-conscription dislridls, according to members mem-bers of the Irish recruiting council, ' whose allotted time for raising 50.000 volunteers as an alternative to conscription, con-scription, is drawing to a close, with the allotment as yot unfilled. Tho council, which is composed of five Irishmen, representing all parties, has divided the country Into ten districts, dis-tricts, with a quota for each, and has arranged with tho government that in districts which fill their on of as, conscription con-scription will not be a?"sd1 even though the total of volunteers falls below be-low the required 50,000 men. It Is generally predicted that some 1 of the districts will fall far short of their quotas. And there, conscription Is exp'ected to be Inaugurated, oven at the cost of resistance. The objection of many young Irishmen Irish-men to entering the army, and the traditional Irish hostility to the war olllce is being met by recruiting agents by pointing out the special attractions of the royal air force. This service is not under control of the war office, and it has the added advantage of having many non-flghting positions. Political feeling runs high, however, how-ever, and the class of young men, who mako the best soldiers, tho "missile troops," are hot volunteering In large numbers. Two or three members of the Irish parliamentary party have identified themselves with the recruiting campaign, cam-paign, but the party as a whole, has held aloof. Side by side with the operations of the recruiting council, Colonel Lynch, member of parliament, is conducting a crusade of his own with the view of organizing a brigade which he hopes to command. Colonel Lynch fought on the side of the Boers against Great Britain, but his feelings towards the present war have led him to lay aside all racial feeling and come out on the side of tho allies. |
